Energy is an important driving force for China’s economic development,but also a major constraint.Since the reform and opening up,China’s rapid economic development,rapid economic development and high dependence on energy have led to a rapid increase in the total energy consumption.On October 26 th,2015,the concept of "double control of energy consumption" was put forward at the Fifth Plenary Session of the 18 th CPC Central Committee.At the end of 2020,General Secretary Xi Jinping proposed to improve the double control of energy consumption at the Central Economic Work Conference.The "14th Five-Year Plan" puts forward the targets of reducing energy consumption and carbon dioxide emissions per unit of GDP by 13.5% and 18% respectively during the 14 th Five-Year Plan period.The Party’s Report to the 20 th CPC National Congress pointed out that achieving carbon neutrality in peak carbon dioxide emissions is a broad and profound systematic economic and social change.We must base ourselves on China’s energy resources endowment,insist on establishing first and then breaking,and implement peak carbon dioxide emissions Action step by step in a planned way.Improve the regulation of total energy consumption and intensity,focus on controlling fossil energy consumption,and gradually shift to the "double control" system of total carbon emission and intensity.Under this background,it will be of practical significance to deeply analyze the regional differences of energy consumption in China and clarify the regional differences of influencing factors of energy consumption,so as to explore the countermeasures combined with practice.In this paper,the existing related literatures are summarized,and then the related theories of energy consumption are expounded.The regional differences of economic development,population size,industrial structure,technological progress,urbanization level,economic openness level,energy price,energy consumption structure and other factors are described by chart data,and the changes of total energy consumption are described from the national and regional levels.The energy intensity index is calculated for energy consumption efficiency,and the theil index with population and gross national product as the weights is constructed to measure China’s energy consumption.The empirical analysis is carried out from two angles.It not only analyzes the relationship between the total energy consumption and energy consumption efficiency and their influencing factors at the national level,but also analyzes the relationship between each influencing factor and energy consumption in different regions.The stepwise regression method is used to select suitable variables for the eastern,central,western and northeastern regions,determine the main influencing factors and analyze the regression results.According to the empirical results of this paper,the following conclusions are drawn: in different economic regions,the influencing factors have different influences on energy consumption,even in different directions.In terms of total energy consumption: population size,urbanization level and industrial structure are the main influencing factors,while technological progress and economic development have less influence on total energy consumption,so it can be expected that technological progress will have greater influence on it in the future.First,the population size is an obvious factor that affects the total energy consumption,but its influence on the total energy consumption of the four major economic regions is different,which is the most obvious in the northeast,followed by the central region,and the eastern and western regions are smaller;Second,the urbanization level has a strong influence on the total energy consumption,and the regression coefficients are significant in the eastern,central and northeastern regions.The urbanization level has the greatest influence on the total energy consumption in the central region,followed by the northeastern region and the eastern region.Third,the industrial structure also has a strong influence on the total energy consumption,which is manifested as: the central region is the largest,the eastern region is the second,and the northeast region is smaller.Energy consumption efficiency: technological progress,industrial structure and economic development are the main influencing factors,while energy consumption structure,energy price and economic openness have little influence on energy consumption efficiency.First,the regression coefficient of technological progress is significant in the central,western and northeastern regions,and the influence degree is the greatest in the western region,followed by the northeast region and the smallest in the central region;Second,the regression coefficient of industrial structure in the central,western and northeastern regions is significant,and it shows increasing regional differences.The influence on each region is the greatest in the western region,followed by the central region and the smallest in the northeastern region;Third,the regression coefficient of economic development in the eastern,central and northeastern regions is significant,and the influence on each region is the largest in the eastern region,followed by the central region and the smallest in the northeastern region.Finally,according to the reality of the four major economic regions,the following countermeasures and suggestions are put forward from the perspective of reducing the total energy consumption and improving the energy utilization efficiency.First,optimize the industrial structure and change the mode of economic growth;Second,increase publicity to raise residents’ awareness of energy conservation and environmental protection;Third,adjust the energy structure and actively develop and utilize new energy sources;Fourth,encourage technological progress and strengthen the leading role of science and technology in energy conservation.The innovations of this paper are as follows: First,on the basis of describing the statistical characteristics of energy consumption in China,qualitative analysis is made from the national and regional perspectives,and the evolution trend of regional differences in energy consumption is analyzed by applying theil index with two weights.Second,this paper makes an empirical analysis from two dimensions: total energy consumption and energy consumption efficiency.In the empirical study,the selection of influencing factors is more comprehensive and the research is more abundant.
