Energy conservation is a basic national policy of China.With the deepening of the industrialization process and the development of the national economy,the contradiction between the ever-increasing energy demand and the scarce energy resources has become increasingly prominent,and the pressure for energy conservation and emission reduction has further increased.Due to the particularity of China's industrialization process,how to achieve energy conservation and emission reduction while promoting the process of China's industrialization is the main content of China's low-carbon development.The "13th Five-Year Plan" is a crucial period for building a well-off society,and it is also a sprint stage for China to complete the industrialization process.The mechanism for clarifying the growth of China's total energy consumption has a strong practical significance for China in the macroscopic context of sustainable development..This paper takes energy consumption in the process of industrialization as the core,firstly combing the research results of many scholars at home and abroad.On basic of purpose,scientificity,and operability,this paper selects a total of 5 indicators including population,urbanization rate,household consumption level,industrial structure,and energy intensity to construct the STIRPAT model for China's energy consumption.Secondly,since the reform and opening,China's industrialization has been divided into pre-industrialization(1978-1987),industrialization-I(1988-2001),industrializationII(2002-2010),and industrialization-III(2011-2016).According to the differences in industrialization level,provinces are divided into high,higher,lower,and low-level industrialized regions.Changes in the factors affecting consumption were systematically analyzed and comprehensively studied.Finally,policy recommendations were proposed in light of the findings of the study and the current state of industrialization in China.This study finds that with the Chinese economy entering a new normal,decoupling of energy consumption and economic growth appears,and China's energy consumption structure needs further optimization.The imbalance in regional energy consumption in China is still prominent.With the continuous advancement of industrialization in various regions,the gap in per capita energy consumption is gradually narrowing.Using the modified STIRPAT model,based on the national and provincial energy consumption panel data from 1978 to 2016 as a sample,the population,urbanization rate,household consumption level,and industrial structure and energy intensity were empirically studied.Results show that in the process of industrialization throughout the country,the level of household consumption(0.314)has the largest impact on the total energy consumption,followed by the urbanization rate(0.297),total population(0.152),energy intensity(-0.102)and industrial structure(0.080).At each stage of industrialization,the total population,urbanization rate,and total consumption level of energy consumption are all positively positive.The direction of industrial structure and energy intensity is different in different stages of industrialization.Overall,in the context of high-speed industrialization,the role of industrial structure and energy intensity in reducing energy consumption is not obvious.Based on this,this paper puts forward proposals for stabilizing the urbanization process: Paying attention to the threshold effect in urbanization;Accelerating the deepening of the industrial structure;Advocating lifesaving energy use and optimizing the energy structure;Increasing investment in technological progress and increasing government environmental control.In the process of industrialization in the region,among the factors that affect the total energy consumption,the population and household consumption levels are the main contributing factors.From 2002 to 2010,with the growth of per capita income,the level of household consumption factor exceeds the population factor for the first time.The main growth factors and industrial structure are the main inhibitory factors.Since the industrializationII,except for the high-level industrialized regions,the reduction of energy intensity in other provinces can reduce the total energy consumption.Different areas have different factors influencing energy consumption.Therefore,when developing energy-saving measures,they must adapt to local conditions.
