Energy is the core of economy,environment and development in the world.Since 2000,China's total energy consumption of fossil energy based rapid growth in China,energy constraints continue to strengthen energy security risks,the destruction of the ecological environment worsening,greenhouse gas emission reduction pressure increasing.In order to solve the above problems,the state puts forward the goal of "reasonable control of total energy consumption".For a long time,under the unbalanced regional development strategy of "giving priority to efficiency" and "giving priority to the development of the eastern region",the gap of economic development between the eastern,central and western regions of China has gradually widened.At present,the three regions have shown great differences in the level of economic development,development model and so on.The basic conditions in the area of space development in China based on the "in different areas,the effect of the same factors on energy consumption is the hypothesis that the same is not set up,the influence factors on energy consumption will have certain regional differences.The neglect of the objective existence of regional differences will lead to the development of an accurate regional energy policy,resulting in a reasonable control of total energy consumption,the goal is difficult to achieve.Only by fully understanding the eastern,central and western regions of the energy consumption characteristics,multi angle grasp the differences of energy consumption among regions,regional differences show insight into the impact of factors on energy consumption,and to be aware of the differences,to local conditions to develop and implement differentiated policies and measures.For the multi angle grasp the regional differences of energy consumption,this paper from the perspective of the eastern central and western regions,based on Tapio model is discussed by the regional difference of decoupling of economic growth and energy consumption of the total,and using the Theil index model to analyze the regional differences of energy intensity.It is found that the eastern,central and western regions have great regional differences in the two aspects of decoupling and energy intensity.Considering the regional differences of energy consumption,the panel data of 30 provinces using 2000~2015 in China,with the dependent variable of total energy consumption,4 factors in total population,city rate,per capita GDP and third industry accounted for the proportion of GDP as independent variables,constructing STIRPAT model,the effect of different factors on energy consumption the empirical study on the regional differences.The results show that: in different regions,the impact of factors on energy consumption is different,even the direction of action is different.In the eastern region,the total population impact on energy consumption is not significant;the rate of each city increased by 1%,energy consumption growth of 0.358%;the average per capita GDP growth of 1%,energy consumption growth of 0.806%;the third industry accounted for the proportion of GDP increase by 1%,energy consumption reduced by 0.536%.In the central region,the total population impact on energy consumption was not significant;the rate of each city increased by 1%,energy consumption growth of 0.372%;the average per capita GDP growth of 1%,energy consumption growth of 0.617%;the third industry accounted for the proportion of GDP increase by 1%,energy consumption reduced by 0.296%.In the western region,the total population increased by 1%,energy consumption growth rate of 1.597%;the city every 1% increase in energy consumption reduced by 0.545%;the average per capita GDP growth of 1%,energy consumption growth of 0.933%;the third industry accounted for the proportion of GDP increase by 1%,energy consumption reduced by 0.324%.Finally,according to the regional differences in factors affecting energy consumption in eastern and central regions,is presented in this paper,the reality of the situation,in line with the eastern central and western regions reflect the influence factors of regional differences in policy recommendations.
