Research On The Third Distribution Development In The Context Of Common Prosperity

Common prosperity is not only the essential requirement of socialism with Chinese characteristics,but also a long-term historical process.The Fifth Plenary session of the19 th CPC Central Committee made a major strategic plan for promoting common prosperity for the first time.The report of the 20 th CPC National Congress clearly pointed out that Chinese path to modernization is the modernization of the common prosperity for all the people,and with the completion of the goal of building a moderately prosperous society in an all-round way,it is getting closer and closer to achieve the goal of common prosperity.The third distribution also plays an more and more important role in promoting common prosperity.The 10 th meeting of the Central Financial and Economic Committee for the first time incorporated the third distribution into China’s basic institutional arrangements,emphasizing the promotion of common prosperity in high-quality development,correctly handling the relationship between efficiency and fairness,and building basic institutional arrangements for the coordination of primary distribution,redistribution and three distributions.However,in the context of common prosperity,with the development of practice,the realization of the third distribution inevitably exposes some problems that need to be solved constantly.Under the background of the new era,combined with the realistic requirements of promoting the realization of the third distribution to help achieve the goal of common prosperity,this paper takes the realization path of the third distribution as the research object,using text research method,theory with practice method and other research methods.On the basis of clarifying the relevant concepts,this paper analyzes a series of problems facing the realization of the third distribution,and puts forward the corresponding countermeasures and suggestions.Specifically,taking the development scale,donation subject structure and realization form of the third distribution as the main starting point,this paper discusses the relevant contents of the realization path of the third allocation,which is mainly divided into three parts:the first part is the first two chapters of this paper,which introduces the background,research significance and research methods of the topic,and combs the relevant theories of common prosperity and the third distribution.It also clarifies the relationship between the two,which lays a solid foundation for further research.The second part is the third chapter of this paper,which combs the achievements,existing problems and causes of the third distribution under the background of common prosperity,and summarizes the experiences and lessons in the process of realizing the third distribution.The last part is the fourth chapter of this article,which puts forward some targeted suggestions on how to promote the realization of the third distribution under the background of common prosperity according to the relevant problems and causes of the problems summarized above: Firstly,taking multiple measures and improve the third distribution incentive measures,such as perfecting the construction of the third distribution rule of law system to strengthen policy incentives,and perfecting the third distribution tax preferential policies to strengthen economic incentives.Perfect the third distribution reward system to strengthen the spiritual motivation.Secondly,carrying forward the charity culture,cultivate the correct concept of charity,guide individuals to establish a correct concept of wealth,and further improve the operation of charitable organizations and strengthen social trust,so as to continuously enhance the consciousness of individual subject participation in the third distribution.Thirdly,deepen the understanding of the realization form of the third distribution,attach importance to the integration and transmission of the third allocation resources,and establish the long-term mechanism of the third allocation to optimize the deficiencies in the realization form of the third allocation.The third distribution is not only an important part of China’s distribution system,but also a necessary way to achieve common prosperity.Improving the third distribution is conducive to improving China’s income distribution pattern and maintaining social stability.It is also conducive to further promoting the process of the goal of common prosperity in our country and realizing the good wishes of the broad masses of people.
