Research On Function Of The Third Distribution In The Process Of Common Prosperity

The report to the 20 th National Congress of the CPC regarded common prosperity of all the people as an important feature of Chinese-style modernization.It called for "efforts to promote common prosperity of all the people and resolutely prevent polarization",and put forward that "the distribution system is the basic system for promoting common prosperity".Establishing basic institutional arrangements for coordinating and supporting primary distribution,redistribution and third distribution is an important basis for improving the distribution system in the new era.In terms of objective conditions,China has become the world’s second largest economy,achieved comprehensive victory in poverty alleviation,and significantly improved its social civilization,laying a solid foundation for further playing the role of the third round of distribution.In the process of promoting common prosperity,the third distribution,which is dominated by charity,is a useful supplement to the primary distribution and redistribution and an important way to improve the pattern of wealth distribution.The Party and the state attach great importance to the third distribution.As one of the adjustment mechanisms of income distribution,it is particularly important to study the third distribution systematically and explore the third distribution from the theoretical and practical dimensions to further promote the realization of common prosperity.This paper takes the connotation,theoretical basis and functional orientation of the third distribution as the starting point and the root of theoretical discussion.By comparing the primary distribution,redistribution and third distribution in the national income distribution system,it is clear that the third distribution is an effective means to "divide the cake well" by using social mechanism after "making the cake bigger",and it is a coordinated adjustment of income distribution by different subjects of the market,government and society.In the aspect of theoretical basis,through tracing the charity theory of Marx and Engels,it provides theoretical origin for the third distribution.Marx and Engels pointed out that "true charity" in socialist public ownership regulates income distribution in exposing the hypocrisy and charity of capitalism.The Communist Party of China(CPC)has always adhered to the Marxist position and views,taken meeting the fundamental interests of the broadest people and achieving common prosperity as its important mission,and constantly promoted the improvement and development of the distribution system.Starting from the elimination of exploitation in the socialist transformation in the early days of New China,the distribution according to work system was established on the basis of public ownership and social assistance was provided.The third distribution has a profound theoretical and practical basis,from exploring the coexistence of multiple distribution modes and paying full attention to people’s livelihood to poverty alleviation and development,to the system arrangement of coordinated and supporting the third distribution.The creative transformation and innovative development of the excellent traditional Chinese charity culture are the cultural foundation of the third distribution.Coordinated economic and social development,historic victory in poverty alleviation,and substantial progress in common prosperity for all the people are the economic basis of the third distribution.The promulgation and amendment of Charity Law provides legal guarantee for the third distribution.The third distribution plays an important role in the fields of education,medical treatment and major disaster relief mainly through charitable donations and voluntary services.Its inclusion in the basic institutional arrangements is a demonstration of the superiority of the social system.With the rapid development of the Internet platform,network charity provides a broader space for the third distribution.In the long-term mechanism of realizing common prosperity,refuting the wrong views that the third distribution is "robbing the rich and giving to the poor" to achieve average prosperity and exaggerating the decisive role of the third distribution in the process of common prosperity can build consensus,further play the role of the third distribution in promoting the realization of common prosperity,and clarify its significance in realizing and guaranteeing the fairness of distribution.In the process of achieving common prosperity,the third distribution will narrow the gap between the rich and the poor and inject new vitality into the existing income distribution system.Cultivate social morality to enhance spiritual power for common prosperity;We will improve the effectiveness of governance and further consolidate the basic institutions for common prosperity.However,the volume of the third distribution has limited adjustment to income distribution,which is difficult to support the basic institutional arrangements.Social subjects participating in the provision of basic public services in the third distribution are insufficient,the development of charitable organizations lags behind,and the incentive mechanism of the third distribution returns to society needs to be improved.In view of the constraints of the third distribution,this paper focuses on cultivating the main body,expanding the volume,improving the organization,policies,forms,etc.,to build a practical path for the third distribution to promote the realization of common prosperity.
