Research On The Role Of Third Distribution In The Process Of Promoting Common Prosperity

With the victory of the battle against poverty and the successful achievement of the goal of building a moderately prosperous society,the main goal and direction of the Party’s leading people’s unity and struggle in the new development stage is to promote the common prosperity of all people with Chinese modernization on the new journey of building a socialist modern country.The market mechanism’s pursuit of efficiency and profit has led to a gap between the rich and the poor in society and its continuous expansion,resulting in the long-term survival of unbalanced and uncoordinated development,which runs counter to the ethical demands of socialism and justice and the goal of common prosperity,causing a gap between various social classes and is not conducive to social harmony and stability.Redistribution is better to play the role of the government to adjust the flow of social resources among different groups and regions,with the intention of narrowing the difference of social interests and maintaining social justice,but its limitations in resource integration and practical operation make the space for redistribution relatively limited.The third distribution is a supplementary means to mobilize social forces to balance the flow of social resources with moral force and dedication as the inner driving force,outside the framework of market and government,and plays a special role in reducing the difference of social interests and maintaining social stability.Since the Fourth Plenary Session of the Nineteenth Central Committee,the Party Central Committee has repeatedly emphasized the role of the third distribution and made its coordination with the initial distribution and redistribution a fundamental institutional arrangement in the field of income distribution.Thus,it is of great significance to give full play to the role and function of the third distribution in building a new pattern of fair and reasonable income distribution and helping to make substantial progress in achieving common prosperity for all people.This paper attempts to explore the similarities and differences between the initial distribution,redistribution and the third distribution from multiple perspectives,in order to clarify the connotation value and functional positioning of the third distribution,and to analyze how the third distribution can contribute to the realization of common prosperity from both theoretical and practical levels in terms of its mechanism of action and existing realistic foundation.It is undeniable that the main activities of the third distribution,such as charity,public service and community assistance,have taken shape and have a unique role in improving the material and spiritual living conditions of lowincome groups,optimizing the allocation of resources,stimulating social vitality and linking the implementation of "the first to bring the rich to the next".However,it must be clearly understood that there are still many difficulties in the institutional construction and organizational operation of the third distribution.It is necessary to accelerate the improvement of laws and regulations,transform government functions,and rationalize the layout of social resources,so as to cultivate an effective mechanism and institutional guarantee for the third distribution to promote the common prosperity of all people.
