| Since the Beijing-Tianjin-Hebei cooperative development strategy was proposed in 2014,the three regions have achieved remarkable results in terms of economic development,social progress and cultural popularization.However,the unbalanced and uncoordinated development of the Beijing-Tianjin-Hebei urban agglomeration has been highlighted in the intra-city elements as well as inter-city development.At the same time,resources and environment,as a major strategic issue in the 14 th FiveYear Plan period,are the cornerstone of the development of urban agglomerations,and also have a certain constraining effect on the development of urban agglomerations.Based on the theoretical basis of the coordinated development of Beijing-Tianjin-Hebei proposed by General Secretary Xi Jinping and combined with the realistic conditions of resource and environmental constraints,it is of obvious theoretical and practical significance to conduct a study on the coordinated highquality development of Beijing-Tianjin-Hebei.In this paper,the evaluation index system of Beijing-Tianjin-Hebei urban agglomeration is constructed from six dimensions: green,technology,coordination,efficiency,sharing and humanities,and the comprehensive evaluation and evolutionary analysis of each dimension and the level of high-quality development of urban agglomerations are conducted based on the CRITIC method.Based on the high quality development scores of cities in the urban agglomeration,we use the modified gravity model to obtain the linkage strength between cities,adopt the social network method to analyze the spatial linkage network characteristics of the Beijing-TianjinHebei urban agglomeration,and use the global Moran’s I index and the local Moran’s I index to analyze the spatial distribution pattern of the high quality development of cities in the Beijing-Tianjin-Hebei urban agglomeration.The spatial distribution pattern of urban quality development in the Beijing-Tianjin-Hebei urban agglomeration was analyzed by using the global Moran’s I index and local Moran’s I index.By combining the gray correlation and clustering coefficients to determine the weights of each city,we analyze the synergistic situation of high-quality development of cities in the Beijing-Tianjin-Hebei urban agglomeration based on the calculation results of the coupling coordination model and make suggestions.The empirical study finds that the coupled and coordinated development of the Beijing-Tianjin-Hebei city cluster system is still in the teething period in general.Firstly,the evaluation index of green development of Beijing-Tianjin-Hebei city cluster is the highest,followed by humanities index,coordination index and efficiency index,and lastly,sharing index and technology index.Compared with Beijing and Tianjin,the technology index of Hebei cities is low,among which the poor technology innovation index is the main reason for this phenomenon.Secondly,Beijing occupies the position of the core city in the spatial linkage network of Beijing-Tianjin-Hebei city cluster,supported by Tianjin,and Shijiazhuang,as the capital of Hebei province,should strengthen its linkage strength and bridge role in the linkage network.At the same time,the spatial autocorrelation of high-quality development in the BeijingTianjin-Hebei urban agglomeration is not significant,and the problem of uneven high-quality development at the spatial level is mainly reflected in the fact that the northern region has more obvious advantages than the southern region.Thirdly,the collaborative high-quality development of Beijing-Tianjin-Hebei urban agglomeration is still in the exploratory development stage,with the highest tightness of efficiency synergy among cities,followed by humanities synergy,coordination synergy,green synergy,and finally science and technology synergy and sharing synergy.Based on the empirical analysis,suggestions are made for the aspects of high-quality development and tightness of city ties to provide reference for the synergistic highquality development of Beijing-Tianjin-Hebei city cluster. |
