Research On Upgrading Development Of Beijing Tianjin Hebei Urban Agglomeration Under The Concept Of Green Development

With the continuous improvement of urbanization in China,urban agglomeration has become an important carrier for China's economic development and industrial agglomeration.At the same time,with the continuous improvement of industrial agglomeration and the disorderly development of spatial structure,problems such as resource waste and environmental deterioration have become major obstacles to the further development of urban agglomerations.Based on the current situation of China's tight resource endowments and deteriorating ecological environment,the 13 th Five-Year Plan clearly defined the concept of green development as the core guiding concept of China's economic and social development in the future,and clarified that the development of China's economy and society should put ecological environment in the forefront in the future.We will vigorously develop green economy and circular economy to achieve a smooth transition from high-speed extensive development to green development.The 2018 Central Economic Work Conference proposed that the promotion of high-quality development is the fundamental requirement for establishing development ideas,formulating economic policies,and implementing macro-control in the current and future period.Under the premise that economy would maintain a reasonable speed in the future,we must focus on improving the quality of development.Starting from the basic connotation of green development and based on the summarization of existing research results,this paper establishes an index system of green development level of Beijing-Tianjin-Hebei urban agglomeration and uses the method of entropy to analyze the green development level of urban agglomerations in Beijing,Tianjin and Hebei.Industrial emissions(emissions,waste water)and air quality are the main crux of the transition from the three places to green development.The essential reason is the extensive industrial development mode and the low quality of development.Using the gray system prediction model to predict the level of green development in Beijing,Tianjin and Hebei urban agglomerations,we can draw the conclusion that the levels of green development in Tianjin and Hebei cities show a decreasing trend except for Beijing.Therefore,the fifth part of this paper focuses on the analysis of the regional development stage and the industrial structure in Beijing,Tianjin and Hebei urban agglomeration,concluding that the three industries in Beijing,Tianjin and Hebei show a distinct gradient difference,and the industrial structure is not prominent.The sixth part puts forward the corresponding countermeasures and suggestions according to the analysis result.
