The integrated development strategy in Beijing,Tianjin and hebei will effectively strengthen the economy in northern China. The severe haze weather in Beijing, Tianjin and Hebei region today faces has seriously affected people’s work and life, and one of the factors is the secondary pollution of industrial enterprises, especially in Hebei Province. High-tech companies as a capital-intensive industries with high added value, little environmental damage and other characteristics, and therefore, to some extent, Beijing, Tianjin and Hebei Province can reduce the production of these industrial enterprises and adjust the traditional structure, to support high-tech start-ups to expand its scale.Not only to implement economic development synergy, health and sustainable in the three regions, but also can improve the survival of our environment, so researching the environment of high-tech enterprises is particularly important.This paper reling on the GEM(Global Entrepreneurship Monitor) and combining with the characteristics of high-tech enterprises, selected out of the factors affecting the business of high-tech enterprises.Then, and build a kind of entrepreneurship assessment model based on factor analysis to judge the entrepreneurship in Beijing, Tianjin and hebei and find problems of the entrepreneurship environment in hebei in the process of coordinated development of Beijing, Tianjin and hebei. Then proposing some constructive suggestions and measures to solve these problems, so as to promote the coordinated development of Beijing, Tianjin and hebei.
