Study On Secondary Development Of Industrial And Mining Wasteland In Manganese Mining Area Of Xiangtan City

with the rapid development of economy and society,the demand for urban land is increasing.However,restricted by the three land space control lines of ecological protection red line,permanent basic farmland and urban development boundary,as well as the increasingly strict regulations on agricultural land conversion and land expropriation,the economic and social costs of new construction land are increasing and the handling is becoming more and more difficult.How to solve the above contradictions and provide clean land support for urban development is a major issue that needs to be solved urgently in front of us.For resource-based and narrow small cities like Xiangtan,the land space is limited,the development resources of reserve construction land are insufficient,and the new construction land is unsustainable.Therefore,the redevelopment of inefficient land,especially industrial and mining wasteland,is of great practical significance to alleviate land resources and boost regional economic and social development.Taking the secondary development practice of industrial and mining wasteland in Xiangtan Manganese mining area as the research object,this paper redefines the concepts of industrial and mining wasteland and brownfield through field investigation,literature method,historical comparison method and other research methods.Based on this,the paper analyzes the secondary development practice of industrial and mining wasteland in manganese mining area of Xiangtan City,and finds that there are "single source of development funds,complex relationship of land rights;a large number of development achievements are idle,and the economic benefits have not yet appeared;the connection between development and construction lags behind,and the secondary development effect is poor;the development requirements are independent,and the later construction is difficult to plan as a whole" By analyzing the causes of the problems and drawing on the experience of secondary development of brown land and industrial and mining wasteland at home and abroad,the paper puts forward the Countermeasures of "good policy and business environment are the foundation,efficient fund-raising mode is the key,building multi-party platform is the measure,improving infrastructure and technical specifications is the guarantee,and paying attention to the construction of ecological civilization is the key",It provides experience for the secondary development of industrial and mining wasteland in Xiangtan in the future,and also provides a useful reference for the secondary development practice and theoretical research of industrial and mining wasteland in other provinces and cities or similar cities.
