Research On Abandoned Mine Lands Conversion Theory And Its Application Under Perpective Of Resource-asset-capital

Research on abandoned mine lands conversion has a great significance totheory and practice of eco-environmental recovery and land reusing in mining area.As China’s resource development and utilization management theory and method,Resource-Asset-Capital trinity management theory provides theoretical basis forabandoned mine lands conversion. On the basis of Resource-Asset-Capitalconversion theory and attributes of abandoned mine lands, the theoretical frameworkof abandoned mine lands conversion was constructed. According to the theoreticalframework, the process, ability, governance mode of abandoned mine landsconversion was researched and coal mine subsidence in northern part of XuzhouCity was taken as a case study. Firstly, abandoned mine lands conversion wasdefined as process and trend of abandoned mine lands converting into capital,gathering substance recovery and value generation in the integral whole. On thebasis of Resource-Asset-Capital conversion theory and attributes of abandoned minelands, the path of abandoned mine lands conversion, including converting intoresource, converting into assets and converting into capital, and theoreticalframework of abandoned mine lands conversion, including process analysis, abilityassessment and governance mode selection, was constructed, providing a wholeframework for this paper. Secondly, the process of abandoned mine lands conversionwas analyzed deeply and the conversion mechanism was revealed. In the process ofconverting abandoned mine lands into resource, the resource recovery technologiesand types were summarized and the resource recovery direction selection wasdiscussed. In the process of converting abandoned mine lands into asset, valueevaluation, property rights clarity, return mechanism of abandoned mine lands assetswere researched. In the process of converting abandoned mine lands into capital, thecapital value-added patterns, capitalization methods, capitalization value andcapitalization operation of abandoned mine lands were discussed. Thirdly,abandoned mine lands conversion ability was proposed, which was defined as theability of converting abandoned mine lands into capital. The index system and themodel of abandoned mine lands conversion ability assessment was established.Fourthly, the governance mode selection model of abandoned mine lands conversionwas built from perspective of transaction cost economics and the selection process was analyzed quantitatively using Heckman Two-Stage methods. Fifthly, Researchresults on coal mine subsidence in northern part of Xuzhou City shown that theabandoned mine lands assets value was6713.83million Yuan, and capitalizationvalue was9362.62million Yuan. The highest conversion ability was commerciallogistics project, Eco-industrial zone project, and the lowest conversion ability wasLeisure sports park project and wetland park project. The governance mode of thegovernment taking the major role and the market taking the minor role wasrecommended to choose in order to lower the transaction cost and increase efficiencyof abandoned mine lands conversion. In a word, based on Resource-Asset-Capitaltrinity management theory, this research reflected the process of convertingabandoned mine lands into resource, and then converting resource into economicbenefit, and supplemented and enriched abandoned mine lands utilizationmanagement theory.
