The total supply of arable land resources and reserved land resources are very limited in our country, and the contradiction between people and land is conspicuous. The rural land, the property of farmers and farmers’ production, is considered as a scarce resource for the state and farmers and has a great significance, but with the development of the market economy and rural economy, the phenomenon of abandoning rural lands will inevitably lead to the waste of land resources, affecting our food security and rural incomes. In addition, the phenomenon will further increase the cost of land law enforcement, and is not conducive to the stable development of rural economy and society.According to the studies and researches, we can see a lot of land abandoned exists in eastern China, even in central and western regions of China. The phenomenon of abandoning land is not an isolated phenomenon, but rather a widespread problem. The reasons of abandoning land include the factors of nature, society, and many other complex factors. Because a large number of rural labors have contracted land in rural areas and the land transfer mechanism is not perfect, it is difficult to avoid land abandonment. Agriculture is weak quality industry and agricultural income is very low, even at a loss, so it is difficult to mobilize farmers farming. Meanwhile, the drawbacks of the household contract system have become increasingly prominent, and the small-scale peasant economy is in an urgent need of expanding the scale of operation to avoid market risk. After implementing the agricultural subsidy policies in China, the activity of farmers can not be mobilized in a considerable long period of time. In addition, the irregular management of rural land, the multiple administration body, the high costs of enforcement and the difficulties to effectively carry out governance further exacerbating the land abandoned.From a perspective of governance, this paper puts forward policy recommendations for rural abandoned land and actively plays the main role of the government, intermediary organizations, village committees and farmers. Firstly, our country should establish a scientific philosophy of governance to rationalize the interests relationship among the various subjects in abandoned land. Secondly, we should establish land transfer mechanism in line with the market rules and cultivate the rural land market to protect farmers’ land rights. Thirdly, we should increase financial support for agriculture, improve the policies of agricultural subsidies, especially to improve agricultural direct subsidy level, and raise farmers’ activities in managing the abandoned land. Fourthly, we also should transform the government functions, strengthen the government’s policies on rural land service, provide various services for farmers or land managers, and strengthen land regulation to prohibit the behavior of abandoning land. To sum up, we will make full use of every inch of land resources.
