The local government doesn't pay enough attention to the agriculture;the mineral extraction influences the cultivated circumstances, so the problem of cultivated land abandoned is more serious and evident than other rural areas.The paper takes the resource-based areas-Zhonglian Town, Leng Shuijiang Country, Hunan Province as a common example, which compares the development level, the minds of the villagers, the situation of the cultivated land abandoned in the resource-based rural areas with that in the common rural areas, then finds the reasons of the problem and the comparative advantages referring to solve the problem in the resource-based rural areas, but the resource-based rural areas have more Advantages than the common rural areas,for example,economic power is strong, the space of transfer the rural labor is expanded, the minds of the villagers is open, the costs of developing agriculture are low and so on.So the author suggests shifting the rural labor through developing the secondary and tertiary industries, advancing the land circulation to achieve the scale operation, enhancing the power of encouragements and supports to increase the agricultural rate of texture, adjusting the agricultural structure to realize the modernization of agriculture and so on.
