Research On The Development Strategy Of A City Investment Company

City Investment Corporation(CIC)is a product of the financial and tax system reform in China,mainly responsible for the investment,financing,and construction of urban infrastructure.Its past development has effectively promoted China’s urbanization process and local economic development.However,as the company continues to grow,it has gradually exposed many problems and risks.In recent years,the government has introduced a series of regulatory policies to constrain and regulate CICs,aiming to prevent local debt risks and requiring CICs to divest themselves of government financing functions and become market-oriented operators.In this new policy orientation,regulatory requirements,and economic environment,it is imperative for CICs to transform their development models and enhance their market competitiveness by formulating the most suitable corporate development strategies.This article takes the development strategy of City Investment Corporation A as the research object.Based on relevant theories and literature reviews,research methods such as case analysis,survey analysis,qualitative and quantitative analysis are comprehensively used,and strategic analysis tools such as PEST,Porter’s Five Forces model,SWOT,and SWOT-AHP model are applied.Firstly,a deep analysis of the external macro environment,industry status and trends,industry competitive environment,and internal strategic development status,internal resources,and capabilities of A CIC are conducted.Secondly,based on the current situation analysis and market research,the strategic impact factors of external environmental opportunities and threats,internal environmental advantages,and disadvantages are proposed,and the SWOT matrix is constructed to qualitatively propose alternative development strategies.Then,the SWOT-AHP model is constructed to conduct qualitative and quantitative analysis and evaluation of each influencing factor,and the hierarchical analysis structure model,judgment matrix,SWOT quadrilateral coordinate system,and strategic quadrilateral are constructed.The centroid coordinates,strategic orientation angle,SWOT strength,strategic strength,and intensity coefficient are calculated to determine a suitable enterprising diversified development strategy for A CIC,and propose a strategic positioning and overall development strategy of "one core and two wings." Finally,the strategic implementation strategies and security measures for the four important sectors of urban infrastructure,industrial investment,urban operation,and financing business are proposed for A CIC.This research and analysis of the development strategy of A CIC can provide theoretical references for the academic community to explore the transformation and development of CICs and provide reference for the development strategy decision-making of similar CICs.
