Small and medium-sized enterprises(smes)are an important force driving economic growth,promoting employment and promoting market vitality,and play an important role in our country’s economic and social development.However,at the beginning of 2020,the outbreak of COVID-19 in our country has severely hit the development of small and medium-sized enterprises and they face double tests of survival and development.In this context,the central and local governments actively seek countermeasures and introduce a number of policies to help smes "tide over difficulties".On January 30,2020,the Ministry of Human Resources and Social Security issued a policy emphasizing service improvement and protection for smes during the epidemic period.Later,relevant policies were introduced in various regions,showing a trend of explosive growth.For a public policy,it carries the political intention of the policy maker,and the policy text is the reflection of the process of government activities and policy formation.The study of policy text is an effective way to know the content of decision,to probe the intention and action strategy of decision makers.Therefore,this paper does not expect to explore the policy intention and action orientation from the perspective of the behavior of the policy subject,but chooses the policy text with small measurement error as the analysis object.Starting from the policy text,this paper analyzes the "subjective" preference of decision-makers and the choice of tools to answer the question of which policy tools local governments should choose in supporting policies for smes under the epidemic prevention and control.What policy preferences exist? And how well does tool choice fit with preferences?Based on the above problems,this paper uses the content analysis method to analyze 115 policy texts in various provinces.Based on the two-dimensional analysis model of "policy tool--policy preference",this paper establishes the corresponding node structure,uses NVivo software to encode the policy text,and describes and analyzes the encoding results.The conclusions include: in the dimension of policy tools,the overuse of supply tools,the dependence and lack of use of environmental tools,and the obvious lack of use of demand tools;In the dimension of policy preference,there are some problems such as unbalanced preference,which are reflected in the strong preference for resuming work and production,reducing enterprise burden,innovation support,financing promotion and safeguarding rights and interests,while the degree of preference for other aspects is low.In terms of the compatibility between policy instruments and policy preferences,there is a problem of inadequate adaptation.Specifically,innovation support preferences and demand-type tools,entrepreneurship support preferences and demand-type tools,and market development preferences and environment-type tools show inadequate adaptation.On this basis,based on relevant theories,this paper makes a possible and reasonable logical explanation of the above analysis results from three levels: the central signal guidance at the macro level,the motivation mechanism at the meso level,including the internal drive of attention competition and the incentive of promotion tournament mode,and the economic preference of decision-makers at the micro level.Finally,based on the above analysis,this paper puts forward corresponding enlightenment and suggestions from three perspectives: optimizing tool selection,strengthening policy means,balancing preference orientation,accurately targeting power,adjusting tool allocation and improving adaptation degree. |
