In recent years, Avian Influenza, foot and mouth disease, rabies, swine blue ear disease and other major animal epidemics occur frequently, and lead to tremendous impact on animal husbandry in China. And have caused huge economic losses to farmers, a large number of sick poultry into the market, serious endangering food security and social stability. Therefore the government and the relevant economic agents will actively take measures to control the spread of the epidemic and minimize losses. Now culling is still the main means of the current government to control the epidemic, which determines the compensation policy will be a long-term policy of our country. The paper will take the highly pathogenic avian influenza as an example, and construct the framework to analyze the validity of the epidemic compensation policy, and evaluate the effect of the epidemic compensation policy. Then propose measures to optimize policy and improve the effectiveness of the epidemic compensation policy.The paper is divided into six parts: The first part mainly introduces the background of the epidemic compensation policy, and the related study at home and abroad; The second part defines the concept of the animal disease and avian influenza, introduces the theoretical basis of compensation policy and builds the basic framework to evaluate the effectiveness of epidemic compensation policy; The third part mainly introduces the circumstances and the economic losses of epidemic, the implementation and the problems of domestic and foreign compensation policy; The fourth part, analyzes the effect of compensation policy on inhibiting farmers to sale the unsafe poultry, using of Tobit model and finds the remarkable factors; The fifth part, analyzes the effect of compensation policy on encouraging farmers to report epidemic, using of Logit model and finds the remarkable factors; The sixth part,analyzes the effect of compensation policy on encouraging farmers to recover prodctivity,using of Heckman model and finds the remarkable factors; The last part, proposes recommendations on optimizing compensation policy from the design and implementation.The study results show that: Firstly, the epidemic compensation policy can inhibit farmers ’ unsafe sales behavior, but less inhibition. And sales of unsafe behavior is also affected by the number of labor, per capita arable land area, the expectation of severity and spread of epidemic, the risk of government punishment; Secondly, the epidemic compensation policy can encourage farmers to report epidemic, but still need to improve. Meanwhile headed gender, labor number, the extent of the expected loss, level of farmers’ understanding on the reporting system, the complexity of reporting procedures and treatment of epidemic prevention mechanism satisfaction, are also have an influence on the willingness of farmers;Thirdly, the epidemic compensation policy can help farmers recover production and recovery rate, and recovery factors include the loss of the capacity of farmers, breeding age, breed confidence in the government’s help and rebuild job satisfaction, etc., and recovery speed’s factors include the number of breeding labor; Lastly, in terms of the compensation standards and policy enforcement need to be improved in order to increase the level of effectiveness of the epidemic compensation policy.
