Research On The Implementation Of Government Support Policies For The Garment Trade Enterprises In Dalian Under The Background Of COVID-19 Epidemic

On the occasion of the Spring Festival in the year of 2020,people were caught off guard by the unexpected COVID-19 pandemic and it continued till now.Due to the spread of the global epidemic,which cause some phenomena followed one after another,such as port closed,flight decreased,international transport path not smooth,the demands for overseas market is depressed and export orders is dropped sharply,which will bring a worsening difficulties on the garments foreign trading enterprises.China is a huge foreign trade country.Facing the normalization of epidemic situation and Sino-US trade friction,stabilizing foreign trade should be put the top priority place.Therefore,our country make the prompt actions,and Dalian Municipal Government actively responded to the national call and successively issued foreign trade related policies.However,the process of policy implementation encountered varying degrees of difficulties,the implementation effect is not satisfactory.This thesis,on the basis of the background of epidemic situation,discussed the supporting policies of Dalian municipal government for garment foreign trade enterprise,totally six parts.Regarding the first part,it mainly expounds the research background and significance,combs the government support policies related to domestic and foreign literature,and then introduces the research methods and main research contents.The second part,as a theoretical part,propose two concepts,including garment foreign trade enterprises and government support policies,and points out three theoretical supports which is government intervention theory,policy implementation process theory and new public service theory.Then in the third part,through literature review and interviews,we fully understand the difficulties faced by Dalian garment foreign trade enterprises under the background of the epidemic,and then list the support policies provided by Dalian municipal government to foreign trade enterprises,mainly including financial support,fiscal taxation,export credit insurance and comprehensive guarantee,and then state the effect of policy implementation.In the fourth part,this thesis analyzes some problems and reasons in the implementation of various policies.Among of the fifth part,combs and compares the support policies issued by some port cities outside the province that rely on foreign trade similar to Dalian,and finds out the excellent practices of Hangzhou,Yiwu,Shenzhen and Tianjin.Finally,it puts forward improvement suggestions from the aspects of broadening the publicity channels of supporting policies,enhancing the sense of acquisition of supportive policies,improving the policy supervision mechanism and perfecting the public service system.It is hoped to provide reference for Dalian garment foreign trade enterprises to overcome the difficulties of the epidemic,promote the ability of policy application and improve the effect of policy implementation.
