Research on Policy Tools in the Implementation of Precision Poverty Reduction Policy——Evidence from D Village,Nanyang Town,Weishan County,Shandong ProvinceThe introduction of a precise poverty alleviation policy in 2013 is the background of the new changes in China’s rural poverty alleviation road.The implementation of policy aids to promote the implementation of precision poverty alleviation policies has received increasing attention.In this article,the poverty alleviation in D village of Nanyang Township,Weishan County is a microcosm of poverty alleviation in China.The policy tool for the implementation of precision poverty alleviation policy is the subject of this paper.The realization of policy objectives requires policy tools as a means.The ultimate goal of the poverty alleviation policy,which also eliminates poverty,requires the provision of policy tools.In this article,the poverty alleviation work in D village is not promoted through policy tools.Before and after the implementation of the Poverty Alleviation Policy,the selection and emphasis of policy instruments is different,and the actual effect of policy implementation will be different.In the process of implementing precision poverty alleviation policies,the use of policy tools has shifted from mandatory policy instruments to hybrid policy instruments and market-based policy tools.This change brings a bit of confusion,why the use of policy tools will change?What are the results of changes in policy instruments?This article illustrates the innovative use of policy tools in the implementation of precision poverty alleviation policies,and analyzes two major logics:the analysis of the impact factors of policy instruments and cost-benefit analysis.According to the analysis of the impact factors of policy instruments,the mandatory policy tools can alleviate poverty in a wide range,but as China’s poverty reduction goal is to eliminate poverty in 2020,changes in policy objectives require the innovative use of policy tools,as well as mixed policy tools and market-based policies.Farmers can be involved in the process of precision poverty alleviation,easing the conflict between the target group and the grass-roots government and village officials,and to a greater extent to meet the needs of the society’s psychology.According to the cost-benefit logic analysis,hybrid and market-oriented policy instruments tend to focus on cost concentration-income concentration.Under such a model,the willingness of helpers and helpers to monitor is stronger than that of mandatory policy tools.Can get rid of the dilemma of collective action and effectively save resources.This article further analyzes the threefold predicament of the use of policy tools in the implementation of precision poverty alleviation policies:First,the choice of policy tools at various levels of government preferences to choose from conflict difficulties;Second,the mobilization dilemma brought about by the conflict between the "alienation" of the role of the village committee and the "marginalization" of the peasant status.This article analyzes the causes of the practical difficulties from two aspects:the logic of multiple actions of the grassroots government and the obstacles of channeling the public opinion.At the end of this paper,we try to analyze the optimal path of the Poverty Alleviation Policy Tool from the aspects of enhancing the productivity of policy tools and improving the efficiency of the use of policy tools.This kind of thinking may be able to provide useful supplements to policy tools to assist the implementation of precision poverty alleviation policies in solving the "last mile" problem of poverty.
