Research On The Historical Evolution,key Factors And Internal Mechanism Of The Development Of New Rural Collective Economy

Developing a new type of rural collective economy is an important basis for comprehensively promoting rural revitalization.The Opinions on Steadily Advancing the Reform of the Rural Collective Property Rights System(hereinafter referred to as the Opinions)issued in 2016 put forward the "new rural collective economy" for the first time.The No.1 Document of the Central Committee in 2023 emphasizes the need to develop diversified rural collective economies.In recent years,the state has issued a number of policy documents in the development of new rural collective economy,pointing out the direction for the orderly exploration and development of rural collective economy at the grass-roots level.At the same time,local governments,village collective organizations and other subjects are also actively developing various forms of rural collective economy,providing realistic samples and practical experience for the development of new rural collective economy.One of the important features of Chinese-style modernization is the modernization of common prosperity for all the people.Although the overall level of social development is improving,the problem of unbalanced urban and rural development and inadequate rural development has also become prominent.From the perspective of collective income,many villages have serious problems of "empty shell villages";From the perspective of the utilization of resource assets,many villages accumulate more collective resource assets but earn less.From the perspective of the whole country,the rural collective economy in the eastern region has a large accumulation of assets and high returns,while the rural collective economy in the western region lags significantly behind the eastern region in terms of operating income and asset accumulation,and the development of the eastern and western regions is unbalanced.Therefore,the development of new rural collective economy is an important path to promote rural revitalization and achieve common prosperity.With the research idea of "interpretation of connotation characteristics-historical development and evolution-analysis of influencing factors-mining of operation mechanism",this paper studies the connotation,development process and typical samples of the new rural collective economy through literature research,historical research,systematic analysis and empirical research.The paper holds that:(1)The new rural collective economy is a new form of rural collective economy with "rural revitalization,agricultural and rural modernization and common prosperity" as its value and goal orientation,collective property rights ownership as its institutional foundation,reform of rural collective property rights system as an important starting point,new cooperative organizations as a link,and market-oriented mechanism and contractual management as its operation mode."Co-construction,co-governance,sharing" is the core of the new rural collective economic development;(2)From the perspective of development history,there is an internal correlation between the change of the form of realizing rural collective economy and the change of property right structure of rural resource elements.With the opening of the property right structure,under the role of the market mechanism,the various rights and abilities of the property rights of urban and rural resource elements have been effectively allocated,the circulation channels of the elements of rural collective economic development have been effectively unimpeded,and the property right,as an institutional device,has exerted its corresponding institutional effects in the process of rural collective economic development.It plays a positive role in promoting the diversified realization of the new rural collective economic development and the full release of economic performance.(3)"Property rights reform,internal resources,external resources,new industries,and multiple co-governance" are the key influencing factors for the development of the new rural collective economy,"property rights allocation mechanism,factor flow mechanism,and industry promotion mechanism" are the internal mechanisms of the operation of the new rural collective economy,and "property rights allocation-factor integration-industrial diversification" is the internal logic of the development of the new rural collective economy.The development of new-type rural collective economy is the process and result of the interaction of elements under the action of multiple mechanisms.Based on the above analysis,the paper finally puts forward corresponding countermeasures and suggestions for deepening the development of new rural collective economy from four aspects: planning innovation,system innovation,platform innovation and mechanism innovation.
