As the Chinese economy has entered the new normal,environmental pollution has become a huge challenge facing the economic transition.Green development is an effective way to realize the coordinated development of environmental protection and economic growth.As the primary driving force of economic development,scientific and technological innovation also plays an important role in promoting green development.At present,the ecological environment of the Yellow River Basin is fragile,with more energy recycling enterprises and serious industrial pollution.Promoting green development through scientific and technological innovation has become the key to cultivating new economic growth drivers,which is of great significance for promoting ecological protection and high-quality development of the Yellow River Basin.By reviewing relevant research literature,theories and influencing mechanisms of scientific and technological innovation and green development,this paper constructs a scientific and technological innovation index system from the perspectives of scientific and technological innovation input,output and reserve,and at the same time constructs a green development index system from the perspectives of economic growth,energy conservation and emission reduction,environmental governance and urban ecology.Based on the panel data of60 prefecture-level administrative units in the Yellow River Basin from2000 to 2020,the entropy method was used to calculate the two indices,and the fixed effect model and the intermediary effect model were used to empirically analyze the influence of scientific and technological innovation on the green development of the Yellow River Basin from the perspective of full sample and heterogeneity.Furthermore,the influence of scientific and technological innovation on green development through the intermediary variables such as energy utilization efficiency,energy consumption structure and industrial structure is further analyzed.The results show that:(1)From the perspective of time,the overall scientific and technological innovation index and green development index of the Yellow River Basin are low,the former decreases with time,and the latter has slight fluctuation;from the perspective of space,the scientific and technological innovation index is in the order of downstream > middle stream > upstream,and the green development index is in the order of downstream > upstream > middle stream,and the scientific and technological innovation and green development index of provincial capitals is relatively high.(2)From the full sample analysis,the influence coefficient of scientific and technological innovation on green development in the Yellow River Basin is 0.025,which passes the significance test of 1%,indicating that scientific and technological innovation has a very significant positive promoting effect on green development in the Yellow River Basin,the higher the level of scientific and technological innovation,the higher the level of green development.(3)From the perspective of heterogeneity,by region,scientific and technological innovation has a significant positive impact on green development in the upper,middle and lower reaches of the Yellow River Basin,and the impact coefficients are 0.033,0.033 and 0.014,respectively.The promoting effect in the lower reaches is relatively low,while the promoting effect in the middle and upper reaches is relatively high.Divided by resource richness,the influence coefficients of science and technology innovation on the green development of resource-based cities and non-resource-based cities are 0.033 and 0.023,respectively,and both pass the test at the significance level of 1%.The positive impact of science and technology innovation on resource-based cities is significantly higher than that of non-resource-based cities.(4)The total effect of scientific and technological innovation on green development in the Yellow River Basin is 0.025,and the effect is significant.When the intermediate variables energy utilization efficiency,energy consumption structure and industrial structure are added,the influence coefficients of scientific and technological innovation on green development are 0.021,0.024 and 0.020 respectively at the 1% confidence level,and the influence coefficients decrease,indicating that energy utilization efficiency,energy consumption structure and industrial structure have partial mediating effect between scientific and technological innovation and green development,that is,scientific and technological innovation can affect green development through energy utilization efficiency,energy consumption structure and industrial structure.The mediating effect accounted for 4.73%,2.53% and 8.29%,respectively.Based on the above research conclusions,this paper puts forward the following suggestions: The first is to implement the innovation-driven strategy and improve the innovation ability by increasing capital input,training the talent team and optimizing the innovation environment;The second is to rely on scientific and technological innovation to solve the pollution problem at the source,develop low-pollution industries and improve the level of green development;The third is to give full play to the synergistic effect of regional ecological environment construction and promote high-quality economic development.
