| At present,issues such as the sharp decline in global resources,rising temperatures,abnormal weather,and declining environmental quality have become obstacles in the development process of various countries.As a developing country,China is facing not only environmental pollution and resource shortages,but also how to stimulate economic growth has become a roadblock in the development process of various countries.Therefore,how to achieve both environmental protection and economic development has become the focus of attention at home and abroad.In 2021,the National Development and Reform Commission issued the "14th Five Year Plan" for Circular Economy Development to support the development of China’s green economy.Scholars also agree that China needs to achieve the needs of protecting the environment and stimulating economic growth through the development of a green economy,and promote the coordinated development of economy,society,resources and environment.Through literature review,it is found that scholars have almost affirmed the positive role of technological innovation capabilities in the development of green economy.Therefore,based on the current situation of national economic development and the actual needs of China’s economic development,this article analyzes the promoting role between technological innovation capability and green economy development,and proposes policy recommendations for development pain points.This article first provides a basic introduction to the research background and significance of the article.Then,by summarizing and analyzing previous literature and theories,it proposes the research methods and overall research ideas used in this article,and explains the innovation and shortcomings of the research.Secondly,the connotation and relevant theories of technological innovation capability and green economy development are elaborated.Starting from technological innovation capability,based on three levels of technological innovation support,technological innovation investment,and technological innovation output,it is specifically explained how China’s technological innovation capability affects the development of green economy.Once again,describe the current development status of technological innovation capability based on three levels: technological innovation support,technological innovation investment,and technological innovation output.Describe the current development status of green economy based on three levels: investment environment greening level,industrial production greening level,and residents’ living greening level.Further construct an indicator system based on this classification standard,use the entropy method to measure the technological innovation capability and green economy development level,and further elaborate on China’s technological innovation capability and green development level based on the actual measurement results.Then,a fixed effect model is constructed on the impact of technological innovation capability on the development of green economy.Through empirical analysis,the degree of impact of technological innovation capability on the development of green economy is studied.Then,China is divided into three parts: east,west,and east,and heterogeneity analysis,health testing,and endogeneity testing are conducted.Finally,based on the analysis results mentioned earlier,policy recommendations are proposed to promote the development of China’s green economy from the perspective of technological innovation capabilities.In summary,through research,it was found that the impact of China’s technological innovation capability on the development of green economy was studied by constructing a fixed effect model.The research found that both the overall regression analysis based on technological innovation capability and the hierarchical regression analysis based on technological innovation support capability,technological innovation investment capability,and technological innovation output capability were consistent,They all have a positive promoting effect on the development of green economy.Further regional heterogeneity analysis was conducted on existing data,and it was found that technological innovation capability,technological innovation support capability,and technological innovation investment capability are significant at the 1%level for the development of green economy in both the eastern and western regions,and at the 5% level for the development of green economy in the central region.The output capacity of scientific and technological innovation is significant for the development of green economy in the eastern region at the 1% level,while the output capacity of scientific and technological innovation is significant for the development of green economy in the central region at the 10% level.The output capacity of scientific and technological innovation is not significant for the development of green economy in the western region at the 10% confidence interval level.The innovation points of this article include two points.Firstly,this article not only studies the impact of technological innovation capability on the development of green economy,but also further divides technological innovation capability into three sub dimensions: technological innovation support capability,technological innovation investment capability,and technological innovation output capability.Starting from these three dimensions,this article delves into the impact of the three on the development of green economy in China and uses the entropy method to calculate their respective comprehensive scores,To objectively reflect the strength of each level of development.Second,this paper uses the two-way fixed effect model to study the effect of the two.This model not only fixes individual factors but also time factors,which can more accurately reflect the relationship between the two.At the same time,in order to ensure the accuracy of the empirical results,this paper selects three ways to test the robustness of the data in this paper: bilateral
