Research On The Impact Of The Construction Of Free Trade Zone On Industrial Structure Upgradingar

China’s economy is currently transitioning from a phase of high-speed growth to a phase of high-quality development,which requires a deeper level of reform and a higher level of openness to provide strong impetus for sustainable and healthy economic development.Promoting the modernization and restructuring of China’s industrial structure is an ongoing development priority and a strong guarantee to accelerate the transition of the Chinese economy from overall growth to structural adjustment and then to qualitative development.In addition,China’s economy is gradually entering a new normal,economic growth is slowing down,and in the face of rising international unilateralism and protectionism,as well as structural and cyclical constraints in the domestic economy,the Party Central Committee has made the construction of a free trade zone a major strategic initiative to promote a high level of foreign opening in the new era.By the end of 2021,China’s pilot free trade zones have been extended to 21 provinces,China’s free trade zones after six expansions,basically formed from coastal to inland,from the "point" to the east "a line" and then to the central and western comprehensive promotion of the situation.As a test site to promote comprehensive deepening of reform,the construction of the pilot free trade zone is a regional industrial structure transformation and upgrading of the "policy dividend" and "system dividend".Therefore,whether the construction of the free trade zone can promote the transformation and upgrading of China’s industrial structure? Whether we can seize the institutional dividend brought by the FTA construction to accelerate the upgrading of China’s industrial structure will be the key to determine the high-quality development of China’s economy,strengthen international discourse and global involvement,which is a crucial theoretical and practical problem that China is currently confronting.Based on free trade theory,dynamic comparative advantage theory and industrial cluster theory,this thesis firstly elaborates the intrinsic connection between the construction of FTZ and industrial structure upgrading;and analyzes the impact of FTZ construction on industrial structure evolution through three paths: consumer demand effect,technological innovation effect and institutional change effect.On this basis,the data of 30 provinces and cities from 2005-2019 are used as the research object,and two indicators of industrial structure advanced and industrial structure rationalization are selected to empirically analyze the impact effect of the construction of FTZ on industrial structure upgrading using the multi-period double difference method and conduct robustness test.Then we use the mediating effect method to test the influence mechanism of technological innovation and institutional innovation on the construction of FTZ to promote the upgrading of industrial structure.The empirical results show that: the construction and development of FTZ has a significant role in facilitating industrial structure reform and upgrading,i.e.,the construction of FTZ effectively promotes the degree of advanced and rationalized industrial structure,and this conclusion still holds after the robustness test;the improvement of scientific and technological innovation capacity and institutional policy changes are important channels for FTZ to promote the advanced regional industrial structure,and they play a part in the intermediary process of this influence.The construction of FTZs can achieve a higher level of openness,thus stimulating the endogenous impetus for high-quality development,while also bridging the institutional shortcomings,thus accelerating the formation of a new development pattern.This study makes the following suggestions based on the evidence presented above:(1)The government should continue to promote the construction of FTZs as gas pedals in building a new development pattern of domestic and international dual cycle,and summarize the successful experience of each pilot city to encourage the improvement and modernization of the local industrial structure and replicate it nationwide.(2)Make full use of the "negative list" management model to introduce high-quality foreign investment and promote the innovation capacity of domestic enterprises in a competitive manner,thus encouraging the modernization and change of the industrial structure.(3)Insist on system innovation as the core,take the lead in building a system that conforms to the common rules of international economy and trade,and strive to obtain more replaceable and replaceable experiences and achievements.
