Since the financial crisis in 2008,on the one hand,international anti-globalization trends and trade protectionism have risen,and the principles of “non-conformity measures” and “pre-entry national treatment” have dominated trade and investment between different regions and countries.Negotiations;on the other hand,economic ties within the region are getting closer and closer,and economic cooperation is becoming more frequent.This means that the global economic structure is undergoing tremendous changes.As the largest country in the global trade in goods,China must make corresponding changes in order to comply with the new trend of the future development of the global economy.Domestically,China's demographic dividend and its latecomer advantage are about to be exhausted.At the same time,due to the large amount of resource consumption and low-cost labor for economic development in the past,Chinese enterprises generally lack independent innovation capability,and the risks and costs of industrial upgrading are gradually rising.Therefore,it is urgent to explore a development path that conforms to the development trend of economic globalization,adapts to the new international trade standards,and meets the needs of China's economic development.The Shanghai Free Trade Zone came into being.On September 29,2013,as the first free trade pilot zone in mainland China,the Shanghai Free Trade Zone was formally established.Since its establishment,Shanghai Free Trade Zone has shouldered a huge historical mission.As a "national experimental field" with institutional reform as its core,the Shanghai Free Trade Zone is the central government's response to the complex and volatile international political and economic situation.According to China's current economic development,the Shanghai Free Trade Zone is an important strategic decision made by China on economic reform,transformation and upgrading.This paper mainly uses the theory and practice,quantitative and qualitative analysis,based on the impact of the free trade zone strategy on the industrial structure upgrade in Shanghai.Firstly,from the theoretical point of view,the four aspects of the reform of the industrial structure of the free trade zone are explored in the main aspects of the trade,investment,finance,and administrative management systems.The first is the trade facilitation to the industrial structure.The impact path of the upgrade,the second is the impact of financial openness on the upgrading of industrial structure,the third is the impact of investment openness on the upgrading of industrial structure,and the fourth is the path of the impact of administrative management reform on the upgrading of industrial structure;secondly from a quantitative perspective Starting from the panel data of 31 provinces and cities in China from 2003 to 2016,using the two-difference method(DID)and synthetic control method,the two scientific policy evaluation methods are used to study impact of Free Trade Zone on regional industrial structure upgrading.The empirical results show that the construction of the free trade zone has significantly promoted the upgrading of the industrial structure in Shanghai.This conclusion is still established after the test of robustness.Finally,this paper is based on the trade,investment,finance,and administrative systems of the free trade zone.In four aspects,we will provide some policy recommendations for how to seize opportunities and meet challenges in each region,and use the institutional innovation and development opportunities brought about by the Free Trade Zone to achieve economic transformation and upgrading.
