As China’s strategic industry,pillar industry and traditional industry,petrochemical industry has made indelible contributions to national economic construction and social development.However,in recent years,with the upgrading of safety and environmental protection requirements,the increasingly fierce market competition in the petrochemical industry,and the continuous improvement of people’s yearning for a better life,the development of traditional petrochemical enterprises has been facing unprecedented challenges.As a key project of China’s second "Five-Year Plan",after more than 60 years of operation and development,company J has both the universality of general petrochemical enterprises and the particularity of urban refining and chemical enterprises.Facing the supply side reform with "capacity reduction and structure adjustment" as the main line,company J has its own advantages in how to quickly realize transformation and upgrading and move towards high-quality development,It also has its own shortcomings,both opportunities and challenges.Based on the research on the development strategy of J company,a state-owned refining and chemical enterprise,this paper first introduces the research background,research significance,paper structure,research methods and possible innovations,and reviews the literature on the development of strategic connotation,strategic analysis tools and strategic practice of petrochemical enterprises in China;Secondly,using pest,five forces and other methods,this paper analyzes the external environment such as the macro environment and industry environment of the enterprise,and investigates the internal environment such as the development status,resources and problems of the enterprise;Thirdly,the SWOT tool is used to extract the opportunities and threats faced by the enterprise,its advantages and disadvantages.Through questionnaires,expert interviews and other means,the IE matrix,QSPM matrix and other tools are comprehensively used to finally determine the diversified strategy as the best development strategy combination of company J,set short-term,medium-term and long-term strategic objectives for company J,and formulated eight aspects of business planning,Put forward the mechanism construction in three aspects: intrinsic safety,low emission green and cost control;Finally,it puts forward some suggestions on the safeguard measures for the realization of J company’s strategy from three perspectives: strengthening enterprise local cooperation,strengthening the construction of cadre team and improving the quality of Party construction,and looks forward to the further research direction in the future.Under the background of supply side reform with the main line of "de capacity,structural adjustment and transformation" and accelerating the construction of "strong,rich,beautiful and high" new Jiangsu,the research on the development strategy of J company provides a certain reference value for the development of large and medium-sized refining and chemical enterprises and the governance of urban refining and chemical enterprises by local governments.
