Petrochemical industry is facing a complex development environment in the new period. No matter international, domestic, or enterprise itself, they have both advantage and disadvantage, challenges and opportunity. Internationally, global economy recover.U.S. and emerging economies rise again and become to promote the golble economy. Because of energy demand and restorative growth of price, crude prices have breached $100 per barrel, which brought pressure to petrochemical industry. In demestic, our industrial production and consumption are growing rapidly while fixed asset investment is dropping, the economy rebounded back to good momentum and stronger. But at the same time, domestic petrochemical enterprise have difference in aspects of quality, environmental protection and cost, they are facing the increasingly fierce market competition.Lying on the Qinghai-Tibet plateau, Geermu refinery has made a great contribution to the two provinces since it was set up 20 years ago, which made great contribution for Qinghai-Tibet provinces. However, compared with large petrochemical enterprises, Geermu Refinery is still small scale, processing cost is high and the product structure is single,so its survival and development is facing serious a challenge. This paper based on internal and external environment, using the enterprise strategy and management theories and SWOT analysis method, and come up with the development strategy with two steps. The first stage, product quality and upgrading is the main line, accelerating product structure adjustment, increasing oil manufactured moderately, mainly to solve device matching, production bottleneck, processing costs and mention promoted the competitiveness, construction plateau high-quality goods refinery. The second stage, the development of transition is the main line, mainly depending on the 1.2 million tons methanol production in Geermu area, construction MTO device, carbinol downstream products and other natural gas chemical product development, make chemical industrial chain is bigger and stronger. Then the case against proposed refined development strategy, further puts forward the eight aspects of feasible strategy implementation measures.The research of Geermu refinery development strategy is carried out under state accelerating petrochemical industrial structure and adjusting layout.it hopes to have a certain reference for other small and medium-sized refinery on how to win survival and development.
