Nowadays,the product margins of Petro China Co Ltd are getting smaller and smaller,and the price of refined oil has continued to decrease,many petrochemical enterprises can create the profitability only by saving energy and improving internal potential efficiency.The DQ refining & chemical company which has a huge production scale and a wide range material procurement management belongs to Petro China Co Ltd,.In the meantime,oil refining and chemical industry has the particularity of high temperature,high pressure,the production of toxic and harmful,continuous operation and so on.These features have made the materials purchase management difficult.We not only need to consider the establishment of reasonable purchased price,but also to guarantee the quality of those purchased goods.Based on this,it is necessary to establish a modern concept of procurement management,to further optimize the procurement work,to detect and correct the procurement of bad links,to improve the procurement system,so we can finally improve the procurement efficiencyThis paper persists in combining theory and practice,referred to a large number of relevant literatures,summed up the domestic and international procurement theory,and studied the DQ refining and chemical company in the procurement of materials in depth,in the end we find the main problems that have existed in the purchasing link of our company,including five aspects,the imperfect material procurement process,the inaccurate demand planning,the nonstandard supplier management,the out of line between purchasing price and market,and some communication problems.This paper has analyzed some advanced materials purchasing management theories deeply to find out the main reasons of those problems.Then it has proposed some optimization strategies,such as to expand the procurement methods,to strengthen the filing and auditing management of the requirement plan,to intensify the introduction of manufacturers,to enhance the internal communication effect.The measures can further improve the procurement efficiency and the level of material procurement management of DQ refining and chemical company,they can also reduce the procurement costs.Meanwhile,the paper can provide some experience and management ideas for other branches of Petro China Co Ltd.
