The report of the 20 th National Congress of the Communist Party of China proposes to give priority to the development of agriculture and rural areas,accelerate the construction of an agricultural power,and point out the direction for the modernization of Chinese style agriculture and rural areas.The No.1 document of the Central Committee in 2023 pointed out that we should guide the orderly transfer of land management rights,develop the appropriate scale operation of agriculture,and formulate the guiding opinions on extending the pilot work for another 30 years after the expiration of the second round of land contract.This series of agricultural policies showed that land transfer can revitalize rural land resources,promote the increase of household income and promote the appropriate scale operation of land.It has played an irreplaceable role in promoting the development of agricultural modernization,vigorously carrying forward the Yi meng spirit and building the model of rural revitalization of Qilu.Based on the theory of deconstructed Planned Behavior(DTPB),this dissertation uses the method of combining theory and empirical evidence to obtain first-hand data from the household visits of 539 farmers in 12 towns(or streets)in Fei County,and using Structural Equation Model(SEM)to study farmers’ willingness to transfer agricultural land out and its influencing factors in Fei County.Firstly,descriptive statistics,confirmatory factor analysis,and correlation analysis were conducted on the samples and various variables using SPS S22.0 software.At the same time,reliability and validity tests were conducted on the quest ionnaire.Then,use AMOS22.0 software to build a model of farmland transfer intention and the path coefficient of the model was analyzed.Finally,independent sample T test and single factor analysis of variance were used to analyze the heterogeneity of farmers with different individual characteristics(gender,age,education,etc.)in terms of farmland transfer willingness and the factors affecting farmland transfer willingness.The empirical findings are as follows: first,this paper further verifies the adaptability and explanatory power of deconstructed planned behavior theory(DTPB)in the field of farmers’ willingness to transfer farmland.Second,anterior variable perceived useful of interact,perceived ease of use,peer influence,superior influence,self-efficacy and convenience conditions had significant positive correlation with behavioral attitudes,subjective norms and perceived behavioral control of intermediate variables.Thirdly,intermediate variable behavior attitude,subjective norm and perceived behavior control have positive and significant effects on farmers’ farmland transfer intention.Fourth,farmers with individual differences have significant differences in the perception of some influencing factors.Fifth,on the premise of ensuring farmers’ income,the influence of superior and convenient conditions in the antecedent variables have a great influence on the intermediate variables.Therefore,it can be seen that the government has played an important role in enhancing farmers’ confidence and willingness to transfer farmland in this region.Based on the above research,this dissertation puts forward the following five countermeasures and suggestions.First,strengthen the policy publicity,improve the ideological cognition of farmers;Second,strengthen the management of land transfer and standardize the behavior of land transfer;Third,continuously improve the social security system to protect the fundamental interests of farmers;Fourth,build and strengthen the grass-roots cadres,improve farmers’ willingness to transfer farmland;Fifth,develop rural characteristic industries according to local conditions,enhance farmers’ confidence in the transfer of farmland.
