Analysis On Farmers' Willingness Of Land Transfer And Its Influencing Factors In Agricultural Modernization In Huaian District

At present,Huaian district is still in the scattered,small plots,traditional farming methods.The professional farmers are few,the mechanization level is low,and the scale production efficiency is low.Actively promote the transfer of land,is to promote the development of modern agriculture in Huaian District,promote new rural construction,fully implement the scientific concept of development,building a socialist harmonious society,accelerate the construction of socialist modernization,to do a good job of "three rural".But at present,it is a significant problem that restricts the development of agricultural modernization in Huaian.Rural land includes land contract management rights transfer and the collective construction land and homestead circulation both in reality Huaian area started late,imperfect laws and regulations,many problems have arisen.Pursuit of high finance,high-yield,local governments tend to unauthorized changes in land use,leading to agricultural land conversion,;land property rights are not clear,the interests of the herd,to invest quitting en masse,buck-passing,each competing interests,feasibility leading to blocked circulation;the privatization process is imperfect security system for landless peasants,leading to grain-based means that the unemployed landless farmers,have lost the basic living guarantee;large demolition and construction,erected high-rise building,demolished bridges,destroyed the rural ecological environment and so on.We must attach great importance to these problems,otherwise temporarily perhaps for the new rural construction achievements complacency,and ultimately to the opposite.Huaian district as a large agricultural county,in recent years,with the development of industrialization,urbanization and agricultural modernization,land circulation problem more and more attention.Especially the change of the present land use in the circulation,the transfer price is not reasonable,lack of social security system,the contract is not science,procedure is not standard and so on a series of problems.The purpose of this paper is to through the literature research to collect the relevant data of rural land circulation,analyze the present situation of land circulation and land market stable land contract relationship and the land policy,strengthen the professional training of farmers,the second and third industry development,sets up the farmers' consciousness of modern agriculture,to the establishment of rural land circulation mechanism,strengthen the support of financial institutions to the rural land circulation,cultivate the rural land circulation intermediary service institutions,establish a land appraisal institutions and other countermeasures.In study the agricultural development policy environment at the same time,focus on the establishment and development of rural land financial system is put forward.Through comparing with the foreign research status quo and countermeasures,and puts forward a new system of rural land circulation in the construction of improvements,promote the development of traditional agriculture to modern agriculture,increase farmers' income.Food stability is "three agriculture","three rural" stabilizing the country.This also to national security,a well-off society in an all-round way the ambitious goals have important meaning to achieve victory?...
