Study On Land Intensive Use Management In Development Zone Of Siyang County

Compared with subdistricts and other administrative areas,development zones are the product of the system and institutional background with Chinese characteristics,which emphasize functional agglomeration and economic output.It has been nearly 40 years since the first national development approval in the 1980 s that the development zone has indeed played an exemplary role in economic development.However,most of our country’s development zones also have problems such as waste of land resources,low efficiency of land utilization and no land for project implementation.In recent years,land saving and intensive utilization has become the focus of the city’s development.Based on the domestic and foreign literature on land conservation and intensive utilization,this thesis focuses on explaining the core concepts involved in land utilization,such as development zone,conservation and intensive utilization management and flexible transfer.And use the economical and intensive utilization of the related theory of fine management,smart growth theory and new public management theory to analyze the actual situation of siyang development zone land utilization study,using literature study,investigation method and case method,such as a mage,system combing the actual situation of the development zone land economical and intensive propulsion.This thesis summarized the innovative practices in the economical and intensive utilization of land in Shanghai,Nanjing and Changzhou,and found some problems in the economical and intensive utilization of land in Siyang,such as the unscientific concept of land utilization in the early stage and unreasonable assessment,the lack of integration of "multiple regulations",the single mode of land transfer and the insufficient supervision after land supply.In order to further strengthen the level of economizing and intensive land utilization in Siyang Development Zone,it is necessary to constantly learn advanced experience and explore new feasible methods: to further change the concept and concept of land utilization,strengthen the land utilization orientation of "yield per mu hero",the land utilization is transformed from the extensional expansion leading to the intensional potential exploitation leading direction,the traditional "investment attraction" to "investment selection";Give full play to the leading role of planning and establish the information platform of "multiple plans in one";We will try "flexible transfer" of land,attach importance to the regulating role of the market,and carry out land utilization methods such as shortening the number of years,long-term lease and combination of lease and concession.We will improve the supervision mechanism for the whole life cycle,from attracting investment for projects to improving the real-time monitoring and early warning and forecasting system for construction land.
