Intensive use of land is an internal requirement for implementing scientific development andpushing forward economic society. It is an important means to strengthen macroeconomic regulation,promote structural adjustment of economy and transform development mode, as well as it is aninevitable choice of relieving the contradiction of land resources between supply and demand during theprogress of industrialization and urbanization. At present China is in a period of rapid development ofindustrialization and urbanization that Chinese economy grows soundly and rapidly. As a result of thatplenty of farmland has been used as non-agricultural land. Thus, critical situations, for instance food,social and ecological securities, have been occurred. Land resources are facing increasing pressure ofspace from the contradictions among population, resources, environment and economy with theprecondition of ensuring1.8billion mus farmland. Therefore, farmland protection and intensive landuse are national survival root and national macro-strategy. They are specific requirements for fulfillingscientific development view and building a harmonious society. Under this background, studies onintensive use of urban land have theoretical and practical significance. This paper invests and researchesthe actuality of the usage of the land, develops the index system of the Intensive usage of land, and findsthe difference and shortage with the ideal value via calculating the power value. At the same time, thepotential usage of land of the Binhai developing area is scientific calculated, separately from extend,structure, intensity, management and the year for the usage of the land. After the comprehensiveanalysis of the various aspects, the comprehensive score of Binhai developing area is94.96points.There is a high degree of intensive land and land saving. This paper shows that there is a gapbetween Binhai developing area and the most leading economic and technological developing areas inChina on intensive utilization of land resources. In addition, the paper puts forward correspondingpolicies and suggestions according to the actual situation of Binhai developing area, which can providesome references for the local government.
