Land is the material basis of human survival, and also the basic condition of the developing cities under construction.The scarcity of land resources makes the intensive use of land become the inevitable trend of Chinese social and economic development. The development of the zone is the vanguard of the urban economic development in our country.The existing basic and development goals of the development zone is not separate from the efficiency of the land resources utilization and development.To achieve intensive use of land resources can greatly promote and reflect urban social and economic prosperity and development in the development zone, which is connected with the developing focus and pattern of the city even the country.Chinese urban development zone has made remarkable achievements in the thirty years of developing progress, but there are still many issues in the land use process such as the out-of-control of land supply, the irrational structure of land use, low land utilization rate and low land output efficiency. Thus, intensive land using in the development zone is facing severe challenges.It is particularly urgent and important to make good use of land resources and gradually establish an intensive and efficient land innovation mode with the requirements to achieve the new normal economic growth,especially in the current.In the new situation, to improve the level of land intensive use and use land resource intensively has become one of the most important means.Chongqing is China’s famous mountain, Liangjiang New Area is only southwest national area,so every piece of the land is extremely precious. In the new normal, intensive land use is the first strategic choice for the new urbanization.And to construct ecological civilization is the fundamental policy and fundamental way to crack the problem of resources and achieve scientific development, keep sustainable and inclusive development, also is the inner requirements of transferring modes, adjusting structures, steady growth and promoting the reform in the new normal.Land intensive use evaluation of the development zone should keep pace with the times, and constantly enrich its content system, and its research can also provide experience for Chinese urban development zones. The paper is based on the stark reality significance, combined with new normal economic characteristics, and summarizes the connotation of innovation in land intensive use.Besides, land intensive use new connotation is the starting point according to the Department of homeland the Development Zone intensive land use evaluation rules(2014 trial).It constructs the new normal Development Zone intensive land use evaluation systems, and dose an innovative and quantified research for Chongqing Liangjiang New Area was to promote the sustainable use of the land and the transformation and upgrading of the development zone.This paper puts forward creatively the new normal development zone intensive land use evaluation system based on the Development Zone intensive land use evaluation rules(2014 trial)evaluation system, and evaluates Chongqing Liangjiang New Area Industrial Development Zone Land use intensity twice using literature retrieval, field survey, geographic information system, analytic hierarchy process and expert consultation method.Firstly, it presents the theory of the development zone and the intensive use of land and briefly introduces the basic theory and the basis of land intensive use. Second, it reviews the intensive utilization status of the domestic development zones and Chongqing Liangjiang New Area demonstrating the theoretical and practical significance of the research further. Third, it defines the new connotation of land intensive use under the new normal and build a new normal evaluation system、methods with the guidance of new content laying the foundation for the empirical study of the paper. Fourth, it dose the land intensive use evaluation empirical analysis twice to Chongqing Liangjiang New Area:Land use survey is the basis of the evaluation of land intensive use. Therefore, it firstly states land survey and land use analysis carried out in Chongqing Liangjiang New Area. Then the paper evaluates it for the second time in accordance with the "Regulations" and the use of the improved index system.Comparing with the two evaluation results,we found that the shortcomings of traditional "procedures" evaluation law.Fifth, the paper reveals the differences between two evaluations of Liangjiang New Area Industrial Development Zone intensive land use, comprehensively analyses the the results, and analyses the causes of problems from the study results. Finally, it puts forward suggestions to improve the level of land intensive utilization of development zones to deepen the research conclusion.Qualitative and quantitative conclusions from Chongqing Liangjiang New Area of land intensive use evaluation: according to the "Regulations" evaluation system, the Liangjiang New Area of land intensive use evaluation score was 80.33 points, the medium level, and in accordance with the new normal development zone intensive land use rating evaluation index system, the score is 70.64 points,the lowest level.Differences in scores of intensive degree comprehensively and profoundly reflect the advantages and disadvantages of the land intensive use in Chongqing Liangjiang New Area: weak both in land use degree and strength,especially in the low rates of land development and completion and the overall situation of the development zone land use is not ideal;the proportion of production service and life service land is small,production integration of the city should be improved; the attention to technology driven effect and the technology spillover effect of innovation of science is not enough; land price changes in the supply and demand for land sensitivity is not high, and the market allocation of land resources also needs to be improved.In this paper, it is suggested that actively invigorated the stock of land with extension digging; to speed up the development of land and promote the completion of the park; to strict implementation of the industry access system and improve access threshold; to increase intensity of the input and output of the enterprises in the area and effectively improve the land utilization benefit level; to actively develop high-tech industries and promote the transformation of the mode of economic growth.In view of the quantitative and qualitative analysis given in this paper,the comparison of two evaluation results shows that under the new normal new connotation of the land intensive use is more comprehensive: In view of the quantitative and qualitative analysis given in this paper,the comparison of two evaluation results shows that under the new normal new connotation of the land intensive use is more comprehensive:(1) the original rule evaluation system can not fully adapt to the requirements of the economic development under the new normal and the new normal evaluation index system improved can fully reflect land intensive use situation and problems in the new normal;(2) Under the new normal, Chongqing Liangjiang New Area has problems in the land utilization and factor input quality, optimizing the industrial structure and others, especially low industrial land use efficiency and land of innovation ability and high technology output capacity need to be improved.
