Development area has become the high-tech industrial base and scientific & technical innovation base as prior area of our Economic reform and opening up, which has beared the developing process from zero to presence, small to large, weakness to strong. It’s has exercised importance during our nation’s socioeconomic development process because it has industry centralization, demonstration and spreading effect in nature. However, the problem of land-use process indicated that we pay more attention on spreading than digging potential, pay more attention on scale than effectiveness, pay more attention on attracting capital than planning.it is the important issue development area has to face in regard of access of land-using in order to promote the high effectiveness using of land.The paper has taken the sample of the Tianjin Beichen Economic Tech Development Area which current situation and future of land intensive utilization has been acquired by means of adopting the methodology which including the combination of quality and character, overall assessment and typical analysis, outside recon and inside handling, sampling the land use in Tianjin Beichen Economic Tech Development Area. Through abovementioned the paper has concluded that the area should focus on the main body and development body, to deep deploy the area’s potential capacity. The policy and measurement should be found out in accordance with the weakness, character of land using in the area. The area should control and guide the land using based on the mechanism building, planning, development idea and module turning up. The reasonable allocation of land, optimizing the structure of land-using, improvement of effectiveness of land using has to be implemented work through providing and management of land by which the reachment of deeply dig potential may be achieved.
