Through abovementioned the paper has concluded that the area should focus on the main body and development body, to deep deploy the area’s potential capacity. The policy and measurement should be found out in accordance with the weakness, character of land using in the area. The area should control and guide the land using based on the mechanism building, planning, development idea and module turning up. The reasonable allocation of land, optimizing the structure of land-using, improvement of effectiveness of land using has to be implemented work through providing and management of land by which the reachment of deeply dig potential may be achieved.
