| At a time when uncertainty is increasingly becoming one of the characteristics of the background of the times,cities are facing more and more complex risks,and when all kinds of emergencies and uncertainties are intertwined,it brings new tests to urban emergency management and risk management.In this situation,several scholars have suggested that resilience governance can be an effective way to realize the normalization of risk management and emergency management.And the insurance industry,as one of the tools of urban management,can play a role in resilient city construction by enhancing society’s ability to recover and restart economic growth after a major disaster,thus improving social resilience.In this context,whether there is a substantial role for insurance to enhance urban resilience in urban construction and how to achieve the improvement of urban resilience through the insurance industry has become one of the topics of concern for the insurance industry and urban development nowadays.Therefore,this paper conducts a study on six cities,including two municipalities directly under the central government and four prefecture-level cities,which are undergoing urban resilience construction.First,this paper measures the resilience level of each city by using the entropy value method through the panel data of each city from 2010 to 2020,and then analyzes the mechanism of insurance affecting urban resilience through the dynamic panel regression model to study the relevant insurance factors affecting urban resilience from the insurance perspective.Finally,the coupled coordination level of urban resilience and insurance development is analyzed using the coupled coordination degree model.Through the study of this paper,the following findings were made:(1)The level of insurance development and resilience of cities is increasing,the growth rate and growth rate is also increasing,but the gap between cities in the region is large.(2)The growth rate of economic resilience and social resilience of cities is larger and more stable,while the performance of infrastructure resilience and ecological resilience is poorer and more fluctuating compared to each other,and there is more room for development.The scale of insurance development,development vitality and development potential are mainly linked with the economic resilience of cities,and the progress gap of resilience construction among different cities can be seen according to the insurance development of each city.(3)The coupling degree between urban resilience and insurance development is high and the level of coupling and coordination is low.This indicates that the degree of mutual influence between urban resilience and insurance development is relatively strong,but the degree of mutual promotion and coordination between them is low.(4)According to the research of this paper,the economic industrial structure,insurance density,insurance depth,social security coverage,and original insurance premium income will have a significant positive influence relationship on the level of urban resilience.In summary,based on the measurement of the comprehensive resilience level of different cities,the analysis of the mechanism of insurance factors affecting the urban resilience system,the measurement and analysis of the coupling coordination of urban resilience and insurance development,this paper hopes to adopt certain measures and countermeasures to defend against uncertain risks through insurance-related functions,so as to enhance the comprehensive urban resilience.Promoting insurance development and improving urban resilience is an effective way to improve the safety of urban residents,and is a new way of thinking for cities to carry out risk management and emergency management.To a certain extent,the research in this paper can enrich the existing research on the link between insurance and urban resilience in academia,and also provide new ideas for the development and promotion of insurance in urban safety construction in practice. |
