Development as the theme,build a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles.In terms of people’s livelihood security,it is necessary to "solidly promote common prosperity","improve the multi-level social security system" and "implement a national strategy to actively respond to population".Endowment insurance can effectively prevent the risk of poverty in the elderly,form good expectations,and enhance social stability and unity,which is an important way to achieve the above-mentioned development goals.In the face of the vigorous development of my country’s digital economy,in order to support the "six stability and six guarantees",the pension insurance system needs to be continuously improved.With the increasing expansion of flexible employment groups and the widespread penetration of flexible employment models,all parties are increasingly concerned about the pension insurance participation of flexible employment groups,and the inherent economic and social characteristics of this group are different from the current pension insurance system and policy environment in my country.Integrate and adapt to the predicament,which makes the issue of pension insurance participation of this group more concerned.Compared with formal employment groups,flexible employment groups face more severe difficulties in participating in basic endowment insurance.Focusing on this issue,this article conducted a systematic study and formed the following research parts.First,through text analysis and literature compilation,this article believes that flexible employment groups face common non-technical difficulties in participating in pension insurance.The logic of the formation of the problem of insurance participation for flexible employment groups lies in the framework factors caused by the external environment,which have a traction effect on the behavior of flexible employment groups,which in turn causes their insurance participation behavior choices to be extremely sensitive to changes in the insurance environment.At the same time,this group generally has a strong tension in participating in insurance.Although its behavioral preferences for participating in insurance are affected by the comprehensive effects of structural factors,compared with the formal employment group,this mechanism is more likely to be strongly disturbed by changes in individual factors.effect,thus creating high sensitivity and high uncertainty in the insurance participation process and insurance status of this group.Second,this article uses flexible employment as a carrier,starting from the theoretical entry point of social security participation resilience,expanding and deepening the theoretical knowledge system of social security participation of informal employment groups,and constructing and clarifying the theoretical analysis framework of social security participation resilience.Insurance resilience is essentially a psychological characteristic of the insured(pension insurance)that allows participants to interact with the internal and external environment and maintain their autonomy and stability to the maximum extent.The stronger this characteristic,the greater the resilience.The stronger.The basic connotation of the concept of insured resilience has three dimensions,namely,micro-behaviorism dimension,meso-level structuralism dimension and macro-institutionalism dimension.There are four types of extensions of insurance resilience,namely,insurance contract recognition,insurance resource utilization,insurance benefits practicality,and insurance obstruction tolerance.There are six main concepts that are closely related to insurance resilience: insurance conditions,insurance ability,insurance burden,insurance tolerance,insurance stickiness and insurance inertia.The conceptual significance of the concept of insured resilience compared with other concepts is mainly reflected in three major dimensions: theoretical compatibility advantages,theoretical restorative advantages,and theoretical innovative advantages.Third,this article systematically constructs a theoretical analysis framework for the resilience of pension insurance participation,focusing on the four knowledge components,including typology,derivation path,mechanism of action,and intervention effect.First,this article summarizes the classification of four forms of insurance resilience here: perceived resilience,contractual resilience,financial resilience,and gaming resilience.Secondly,this article summarizes three main derivation logics: economic and social endowment derivation,autonomous consciousness active derivation,and institutional framework driven derivation.Here,this article summarizes three main mechanisms: the mobilization mechanism of insurance resilience on willingness to participate in insurance,the stabilization mechanism of insurance resilience on insurance reimbursement,and the mechanism of resolution of insurance obstruction by insurance resilience.Finally,this article sorted out four main intervention effects here: the lock-in effect of "insurance resilience",the coupling effect of "insurance resilience",the attachment effect of "insurance resilience" and the distribution effect of "insurance resilience".On the basis of systematically elaborating the theoretical analysis framework of pension insurance participation resilience,this article constructs a pension insurance participation resilience system,which can be used to scientifically analyze and evaluate the pension insurance participation resilience of specific groups.Fourth,this paper conducts a systematic study on the issue of pension insurance participation for flexible employment groups with the help of the theoretical analysis system of insurance participation resilience and the insurance participation resilience system model.The study found that although the pension insurance participation status of flexible employment groups has improved significantly in the past decade or so,it still faces a series of problems: workers’ employment sustainability and career development are not strong,and the platform’s flexible employment related The legal rights and responsibilities of social relations are unclear,and the employment quality and labor rights protection of some employees need to be improved urgently.In the final analysis,the common insurance resilience problem faced by flexible employment groups is the core factor that fundamentally affects the effectiveness and healthiness of their insurance participation.The resilience problems of the flexible employment group in participating in insurance are specifically manifested as resilience deficit problems,resilience vulnerability problems,resilience imbalance problems,and resilience failure problems.Due to the insurance resilience problem,the flexible employment group faces insurance dilemmas from three aspects: namely,insurance participation.Integration dilemma,insurance adaptation dilemma and utility gap dilemma.These three types of dilemmas are closely connected and symbiotic with each other,which in turn creates huge challenges for the system to solve the problem of pension insurance participation for flexible employment groups.Fifth,this article constructs a systematic and complete empirical analysis research design.Mainly used grounded theory analysis method,BP neural network index evaluation method and quantitative analysis method.With the help of the typical logical relationship of "structural drivers-insurance resilience-insurance dilemma",the important structural factors that affect the pension insurance participation behavior of flexible employment groups are systematically and in-depth analyzed and evaluated.Through empirical research,this article verifies and obtains several important empirical conclusions.The most important of these include the following three points: Compared with the formal employment group,the flexible employment group’s insurance resilience status has four typical characteristics: low level,few sources,large exposure,and strong influence.There are large differences in the insurance resilience of different groups within the flexible employment group.There are significant internal differences in regions,business types,industries,types of work,and labor forms.These differences are the reasons why the current social security policies and governance policies for flexible employment groups are facing The fundamental reason for severe implementation difficulties.The current policies are not completely unable to improve the resilience of this group.The improvement effects of generalized social security policies,governance social security policies and rule-based social security policies decrease in sequence.Looking at the current pension insurance policy for flexible employment groups,although the systematization level of the current policy is not high,the prototype of the overall policy system has initially taken shape.With the help of NLP natural language processing method,we have analyzed the data of 31 provincial administrative units in the past five years.policy documents of various types,followed by a systematic textual analysis of all policy documents.We constructed a six-dimensional evaluation system for the current pension insurance participation policies for flexible employment groups,including policy quantity,policy attention,policy pertinence,policy completeness,policy details,and policy accountability,and conducted a summary evaluation.Generally speaking,the relevant policy documents currently issued by local governments lack corresponding governance strategies for the insurance resilience of insured subjects,the integration of policy research on the insurance resilience of flexible employment groups and the acquisition of public information,and the common difficulties in the insurance resilience of flexible employment groups.There are almost no substantive policy documents available for analysis on policy research and judgment,consultation on public opinion,special policy governance on the resilience of flexible employment groups,etc.These problems fully illustrate that the current governance work around the issue of insurance for flexible employment groups basically remains at the stage of “treating the symptoms but not the root cause”.But as far as specific government governance is concerned,policy deficiencies and deficiencies are indeed an undoubted fact.The research value of this article lies in providing a new idea and plan for the improvement of the current flexible employment group pension security policy system.It is an innovative academic attempt.This article introduces and constructs the theoretical perspective analysis framework of "resilience".Its purpose is that this theoretical perspective analysis framework can effectively integrate and surpass existing theoretical resources,and strengthen the in-depth deconstruction and restoration of the dilemma of pension insurance participation for flexible employment groups.The formation and derivation mechanism is based on the logic of generating countermeasures and suggestions that integrates "economic and social ecological changes-environmental constraints of institutions and regulations-technical improvements in policy details",and constructs relevant countermeasures and suggestions from multiple dimensions and multiple entry points.A policy optimization and governance framework has been formed including six dimensions:top-level planning layout dimension,resource network coordination dimension,interest structure compatibility dimension,insurance item innovation dimension,dynamic rights and interests protection dimension and market system cultivation dimension.Each of the countermeasures and suggestions here is as fully as possible to demonstrate the unique policy reflection of this article,so that it can not only better reflect and respond to the development constraints of China’s current economic and social situation,but also conform to the long-term career evolution of labor security for China’s flexible employment groups.The inner path requirements of
