| China’s accession to the World Trade Organization is a new starting point for the opening up of China’s agriculture and a new stage for China’s agriculture to accelerate its integration into the international market.From 2001 to 2022,China’s agricultural exports increased from US $16.07 billion to US $98.26 billion,with an annual growth rate of about9%.In 2022,China’s agricultural exports reached US $98.26 billion,a year-on-year increase of 16.5%,which is not only much higher than the average annual growth rate of China’s agricultural exports of 3.5% in 2012-2021,but also 5.0 percentage points higher than the growth rate of China’s total commodity trade in the same period.Agricultural trade is more dynamic than other products.Today,China is the fifth largest exporter of agricultural products in the world.In 2021,the export volume of agricultural products will account for 4% of the world.The export of agricultural products such as apple,garlic,ginger,tea and so on will be the first in the world.In 2022,China had 212 agricultural export trading partners.China’s position in the global economy is increasingly prominent.The modernization level of China’s agriculture is constantly improving.The increasing demand for food safety and environment-friendly agricultural products in the international market will also promote the export of China’s agricultural products.However,affected by international factors,the trade environment of agricultural products is not optimistic and has great uncertainty.International inflation and commodity price fluctuations,regional conflicts affected by geopolitical factors,and the absence of international coordination mechanisms to deal with specific circumstances have all brought great uncertainty to China’s agricultural export trade.In this case,it is imperative to strengthen the stability of agricultural export trade and market resilience through the optimization of the internal institutional environment.Therefore,this paper focuses on the mechanism of trade facilitation,an indicator that can reflect the internal institutional environment,on agricultural export trade.First of all,this paper analyzes the impact mechanism of trade facilitation on agricultural exports from three perspectives: scale expansion effect,export agglomeration effect and cost reduction effect.Secondly,this paper constructs a comprehensive index system of trade facilitation,uses the principal component analysis method to determine the weight of each primary indicators,and calculates the comprehensive index of trade facilitation in China’s provinces,and then summarizes and analyzes the typical facts of trade facilitation in China.Thirdly,this paper constructs an inter-provincial panel data model to empirically test the impact of inter-provincial trade facilitation and agricultural exports,and tests the product and regional heterogeneity.Finally,based on the conclusions,this paper puts forward policy recommendations on promoting the development of agricultural export trade.The research conclusion of this paper shows that from 2010 to 2019,the comprehensive index of trade facilitation at the national level in China has increased year by year,and the level of trade facilitation in each province has basically increased year by year.From a regional perspective,the distribution of China’s trade facilitation level is characterized by "high in the east and low in the west" and "strong in the south and weak in the north".Horizontally,the level of trade facilitation in the eastern region,the central region and the western region decreased from high to low.Vertically,the level of trade facilitation in the South is higher than that in the North.The improvement of the level of inter-provincial trade facilitation can significantly promote the increase of the export volume of agricultural products in the province.Among the four primary indicators of trade facilitation,e-commerce plays the most important role,followed by transportation infrastructure and legal environment.However,the promotion of port efficiency on agricultural exports is not significant.From the perspective of products,the improvement of China’s inter-provincial trade facilitation has a significant impact on the export of plant products,animal and vegetable fats and their decomposition products,among which the promotion of animal and vegetable fats and their decomposition products is greater,but it has a significant negative impact on food and beverage,tobacco and alcohol agricultural products,and has no significant impact on the export of agricultural products such as animals and animal products.From a regional perspective,only trade facilitation in the central region has significantly promoted the growth of agricultural exports in the region,while neither the eastern nor western regions have a significant impact.Trade facilitation in the southern region can significantly promote the growth of agricultural exports,but there is no significant impact in the northern region. |
