The small workshop of food production and processing is an important part of my country’s traditional delicious food processing industry and one of the main management forms to drive the development of the food industry.Worryingly,when the small workshop of food production and processing improve the level of local economic development,it also have hidden dangers in terms of insufficient conditions and food safety.It poses challenge for the supervision of small workshops of food production and processing in various places.The small workshops of food production and processing is different from other food management subjects about supervision system,it can research by utilizing the method of literature research,the method of comparative research,the method of empirical analysis.Firstly,there are regulations about the concept,legal basis and supervision system content of the small workshops of food production and processing in our country.Secondly,the local legislation of the small workshops of food production and processing is the key point of supervision system research.All provinces in our country have issued local legislative documents on the small workshops of food production and processing,its style characteristics,text provisions and legal hierarchy all reflect its impact on the supervision system.Lastly,in our country,the legal text of all provinces stipulates the market access system,management system,social supervision system and administrative punishment system,these specific system plays a legal analysis role in putting forward deficiencies and improvement suggestions.The supervision system of the small workshops of food production and processing exists problem in terms of local legislation,system design and system implementation.The organic unity of prior permission,in-process supervision and post punishment in the supervision system revolves around the two cores that is "local characteristics" and social supervision.Practitioners need to improve in terms of the self-optimization and quality.The supervision need to distinguish specific links to establish and improve the whole chain system of supervision.The "social co-governance" of the Food Safety Law clears as public participation in social supervision in the supervision system of the small workshops of food production and processing,especially attach importance to self-supervision of practitioners the small workshops of food production and processing.The legal rights and responsibilities of the main body of social supervision determined according to the five parts included subject,authority,procedure,content and responsibility.Similarly,traditional local characteristic food advantages with local characteristics,and integrate “local characteristics” in the local legislation.Every province and city selectively formulates the catalogue management of food varieties catalogue about the small workshops of food production and processing.Under good institutional supervision,all places create local characteristic brands and inherit local traditional delicious food,and explore and improve the measures and recommendations about the supervision system of the small workshops of food production and processing for various provinces and cities in my country.
