Our Local Food Safety Regulatory Model Study

Food security is the most concerned about, the most direct and most important reality of people's livelihood and social matter. As the major economic and political issues, it also affects the healthy economic development, social harmony and stability, the image of the government's reputation, it has become a measure of the quality of life and the state legal system as an important standard. We should clearly recognize that China's food security regulatory system exist many drawbacks and problems, so that it is particularly urgent to improve China's food security supervisory system and related systems. Based on the theory of food security regulatory at home and abroad, added to the food security situation in Tianjin, this paper has combined, discussed the "Tianjin characteristics" Food Security Supervision System. Logically, this paper described the concepts of food security, including the meaning of food security, food security issues caused the harm to society, then the theoretical basis for its specificity of government to strengthen food security supervision, analyzed the seriousness of the problem of food security and the basic theory of government supervision, combined with the evolution of food security supervision system in the world. Then based on the characteristics of Tianjin food industry, such as the long history, the convenient transportation and a full range of production, the paper carefully studied the food security supervision and the market function in the current system, tried to find out the drawbacks:according to the practice of Tianjin food security supervision, the regulatory system itself could not cover the whole food security field; Judging from the supervision method and the employees'quality, it was unscientific, not with the international food security supervision standards. Thus the paper proposed that the government should improve the food security supervision regulation, the enterprises should improve the interrelated quality and perfect the food safety supervision and credit system, Form the static to the dynamic of the food in the market circulation, it was necessary to construct an more rational legal system, realized the "electronic" supervision, then formed a food security monitoring platform. In the society, the producers and operators, consumers must enhance the awareness of the problem concerns. Through to the studies of the Tianjin food security supervision, the paper made the efforts to achieve finally for the development of the food security supervision theory and practice.
