Research On The Impact Of The Establishment Of Intellectual Property Model City On The Export Technological Complexity

Since entering WTO for more than 20 years,our country has been deeply integrated into the world trade system,the rapid development of export trade,has made remarkable achievements,but the characteristic of foreign trade "big but not strong" restricts the further improvement of the level of foreign trade development.In the field of foreign trade,the export technological complexity means the technical level and structure of export products,which reflects the quality and international competitiveness of a country’s export trade.During the critical period when the world economic development is unstable and our internal economic structure enters the stage of strategic adjustment,how to enhance the export technological complexity becomes an urgent problem for foreign trade development.At the same time,in today’s world economic situation,intellectual property has increasingly become an important tool for countries to participate in international competition,a core strategic resource for regional development,and an important position in foreign trade.As the practice of intellectual property governance in urban space units,whether the establishment of intellectual property model cities can promote the improvement of technological complexity of urban export becomes the main content of this paper.This paper firstly reviews the literature related to export technology complexity,intellectual property demonstration cities and the impact of intellectual property protection on export technology complexity.Then,the development status and main construction measures of intellectual property model cities are introduced.At the same time,combing with the existing research,the possible mechanism path of establishing intellectual property model cities affecting the technological complexity of urban export is put forward.Then,this paper makes a statistical analysis on the export volume and export technical complexity of Chinese cities.The results show that both of them are on the rise during the sample period,and the differences between cities in export technical complexity are decreasing.Finally,this paper makes an empirical analysis of the data of 271 Chinese prefecture-level cities from 2007 to 2018 by using the multi-period differential model,and the conclusions is as follows:(1)The establishment of intellectual property model cities does improve the export technological complexity of cities,and this conclusion is still valid after a number of robustness tests.(2)Heterogeneity test shows that the policy of establishing intellectual property model cities has a stronger effect on improving the export technology complexity of innovative cities,small and medium-sized cities and general cities.(3)The results of mechanism test show that the establishment of intellectual property model cities can promote the improvement of export technological complexity through technological innovation effect,industrial structure upgrading effect and foreign direct investment effect.Finally,based on the research conclusions of this paper,the following policy suggestions are put forward: first,the policy of intellectual property model city should be firmly promoted,the pilot scale should be orderly expanded,and the measures for the construction of property rights city should be constantly improved;Second,promote the coordinated development of intellectual property model cities and technological innovation;Third,promote the development of patent navigation industry and intellectual property service industry;Fourth,we should actively introduce foreign investment.
