Under the New Normal,high-quality development has become the main theme of China’s economic development. As a national pillar industry and an important component of foreign trade, manufacturing plays a crucial role in the national economy. However, the situation where the manufacturing industry is large but not strong and lacks innovation capabilities has not changed, and it is still at the low end of the global value chain, receiving low value distribution. With the continuous deepening of international division of labor, the sustained and healthy development of a country’s foreign trade cannot rely solely on the expansion of export scale.Technological progress and improvement of export quality are the key factors, therefore the issue of export technology complexity is increasingly receiving academic attention. At the same time,China’s industrial structure has been continuously optimized, and the three industrial structures have become more reasonable. The transformation and upgrading have achieved significant results, effectively supporting the sustained and healthy development of the national economy.Industrial structure is the foundation of trade structure, and its optimization and upgrading play an important role in promoting high-quality development of foreign trade. Therefore,it is of great significance to explore how industrial structure upgrading can enhance the complexity level of manufacturing export technology from both theoretical and practical perspectives. On the basis of reviewing and summarizing the calculation methods, this article analyzes the impact mechanism of industrial structure upgrading on the improvement of manufacturing export technology level from the direct effects of industrial structure, technology spillover effects, and resource allocation effects, based on Hausmann’s "cost discovery" theory and Porter’s "value chain" theory.Measure the degree of industrial structure upgrading using two indicators:rationalization and upgrading of industrial structure, and calculate the technological content of manufacturing export products using export technology complexity as an indicator.Describe and analyze the current status of industrial structure upgrading in various provinces(cities)in China and the level of manufacturing export technology complexity. In terms of empirical analysis, fixed effects models and system GMM models were selected to conduct panel regression on the population. At the same time, considering the characteristics of production factors and regional heterogeneity,it is divided into three industries:labor, technology, and capital intensive, with differentiation analysis conducted in the eastern, central, and western regions. The research results indicate that China’s industrial structure continues to optimize and upgrade, and the complexity of export technology has significantly increased, but there are industry and regional differences; The upgrading of industrial structure has a significant promoting effect on the complexity of manufacturing export technology, but the level of rationalization and upgrading of industrial structure is different, and the mechanism of action has a certain lag; From a sectoral perspective, the upgrading of industrial structure has a significant promoting effect on the complexity of export technology in technology intensive manufacturing industries; From a regional perspective, the upgrading of industrial structure has a significant promoting effect on the complexity of manufacturing export technology in the eastern and central regions, while the western region shows no significant impact, and the degree of impact varies among different regions.Based on the analysis of the current situation and problems,as well as empirical conclusions, the following countermeasures and suggestions are proposed from the perspective of industrial structure upgrading:to accelerate the transformation and upgrading of the manufacturing industry through the cultivation of key industries;Implementing policies tailored to local conditions to achieve coordinated regional development;Promote the common progress of various industries through integrated development;Promote the level of industrial innovation through both talent introduction and education. |
