Study On The Influential Factors Of The Development Of Government Procurement Cloud Platform In Chongqing And Its Countermeasures

Government procurement is an important part of China’s financial system.China’s government procurement has a huge scale and has continued to grow rapidly in recent years,which plays a vital role in social and economic development.However,in practice,there are many problems in government procurement,such as high cost,low efficiency and large demand for human resources.With the further development of global Internet and other technologies,the construction of "Internet + government procurement" government procurement cloud platform(hereinafter referred to as "government procurement cloud platform")as an important innovation in the field of government procurement is the mainstream and inevitable trend of the future development of government procurement.The application of the government procurement cloud platform is not only conducive to overcoming the disadvantages of traditional government procurement,but also has the advantages of optimizing the government procurement process,improving the efficiency of government procurement,reducing the transaction cost of government procurement and improving the quality of government services.Therefore,it has been more and more widely used in practice.However,at present,most of the political procurement cloud platforms in China are still in the initial stage of development,and the rules and regulations and regulatory mechanism need to be improved.There are also certain limitations in the construction,performance guarantee and system upgrade of the political procurement cloud platform,which has adverse effects on the maintenance of the fairness and efficiency of government procurement,and also limits the further development and promotion of the political procurement cloud platform.However,most of the existing research focuses on traditional government procurement,and the research on the emerging political procurement cloud platform is relatively lacking.In this context,based on the perspective of fairness and efficiency,this paper comprehensively uses qualitative and quantitative analysis methods to deeply explore the influencing factors of the Chongqing government procurement cloud platform and formulate management countermeasures.Firstly,the development status and problems of Chongqing government procurement cloud platform is comprehensively analyzed.Secondly,Delphi method and analytic hierarchy process are used to identify and analyze the main factors affecting the fairness and efficiency of the cloud platform.Finally,literature analysis is used to identify the corresponding management countermeasures.As a result,27 factors affecting the fairness and 18 factors affecting the efficiency of Chongqing government procurement cloud platform are identified.Moreover,information acquisition of all parties is inconsistent,lack of punishment mechanism for default,the procurement system is not perfect,qualification criteria are not uniform,and the operation record of each link is not complete are the most critical factors affecting equity.On the other hand,there are too many manual approval links,not timely sharing of procurement information,incomplete procurement items on the platform,low comprehensive quality of practitioners,and insufficient rationality in setting transaction nodes are the most important factors affecting the efficiency.Finally,through the relevant literature,20 management countermeasures are sorted out,and the key influencing factors of equity and efficiency are combined to clarify the management countermeasures of Chongqing government procurement cloud platform.The management countermeasures proposed in this study can provide theoretical and practical reference for the construction of cloud platform.The relevant conclusions can also provide a reference for the optimization of the government procurement cloud platform in other cities,and promote the high-quality development of national government procurement,which has certain practical value and promotion significance.
