The Research On The Development Of Government Procurement Informatization

Nowadays,the era of rapid development of information technology has been coming.Xi Jinping emphasized at the National Conference on cybersecurity and IT application that we should develop the IT application and use IT-based means to promote the publicity of government affairs and Party affairs,to accelerate the development of e-government,and to build a full-process integrated online service platform,so as to solve the problems that it is difficult,time-consuming,and laborious to get things done,which is strongly reflected by members of the enterprises and public.Government procurement is an important government activity,which is related to China's macro-control,market guidance,anti-corruption and the development of domestic enterprises.With the rapid change of Internet technology,it has been an inevitable trend that the government should vigorously develop the "Internet Plus" and realize the national "integrated" procurement to adapt to the information era.The development of government procurement informationization not only could help establish an open and fair procurement market and further improve the efficiency of government procurement,but also has important significance for deepening the reform of government procurement system and improving the scientific and refined management levle of government procurement.Therefore,for the sake of a better improvement,it is necessary to carry out a thorough research and exploration on the present development of IT application in government procurement.Through comprehensive analysis and research on the development of IT-based government procurement in China,this paper will be helpful for promoting the deeper realization of the new mode of "Internet plus government procurement" in China.Firstly,this paper presents the profile of the background,significance,actual situation,as well as the investigation method and contents of IT application in government procurement,and emphasizes the importance and necessity of the research.Secondly,through the elaboration of the basic concepts of government procurement and the relevant laws and policies,it can been found that an established legal system on the development of IT-based government procurement is relatively lacking;then,through the research on the current development situation of IT application in government procurement of two major centralized procurement institutions belonged to central government and some procurement agencies of the local government,this paper summarizes the problems existing in the development of IT application in government procurement in China.Based on the concrete analysis of the causes,this research,puts forward to some solutions to improve the development of IT application in government procurement,which is under the unified leadership,the law construction should be strengthened to realize a steady development.By makeing full use of cloud computing technology,the effort must be conductive to establishing a national "integrated" government procurement information system,realizing the full connectivity of government procurement platform and the national sharing of data,and giving full play to the positive role of e-commerce platform.
