A Study Of Information Service Paradigm Of Government Procurement Cloud Based On Value Chain Collaboration

With the development of government procurement information construction,the traditional government procurement information management and service system has been unable to meet the new requirements of the development of government procurement information.At the same time,cloud computing,as a new concept of information construction and an important development direction,has received more and more attention from the government,enterprises and academic circles.Combined with the government procurement information construction and cloud computing technology,and using the big data from the government procurement cloud platform,not only can meet the requirements of professionalism,integration,coordination and traceability of the unified government procurement information service,but also can realize the value-added of the whole government procurement information service value chain.Therefore,it is important to study the government procurement cloud platform construction and the government procurement information service value chain coordination technology,which can enrich and perfect the theory and method of government procurement information construction and information service.In view of the problems existing in the process of government procurement information construction and its corresponding information service,we construct a government procurement information service model based on value chain collaboration,combining with the actual requirements of China’s government procurement of information services and its main business characteristics.And then,a coupling mechanism of government procurement information flow and value stream has been remodeled.We build a government procurement intelligent cloud platform framework model,and do comprehensive analysis to the two systems modules of the government procurement intelligent cloud platform,namely,the government procurement price monitoring system and the supply & demand matching system through the mathematical models.This paper is divided into seven chapters as follows:Chapter 1: Introduction.This chapter describes the background of this study,the main problems to be solved,the theoretical and practical value of the study,the main innovation points,as well as the main research methods,research content and technical route of this paper.Chapter 2: Research status and review.This chapter provides a systematic analysis and summary of the latest domestic and international research progress in various aspects,such as electronic government procurement platform,e-government cloud related government procurement cloud,stakeholder theory,value chain theory,Copula model,two-sided matching decision-making model,intuitionistic fuzzy Choquet integral,which paves the way for the following chapters.Chapter 3: A study of information service paradigm of government procurement cloud based on value chain collaboration.Firstly,this chapter analyzes the roles of various stakeholders in the process of government procurement,puts forward the government procurement information service value chain model,and the government procurement information flow and value stream coupling mechanism remodeling theory.Secondly,it puts forward the government procurement information service optimization based on cloud platform.Last,it uses the "value curve" to explain the process of the added value chain of government procurement information service.Chapter 4: The architecture of government procurement intelligence cloud platform.In this chapter,we systematically summarize the design principles,function objectives and main features of the government procurement cloud platform,and put forward the "one cloud,two systems,three traceable layers,four resource pools" cloud platform construction model for government procurement,and focus on the aspects that the government procurement price monitoring system,the supply chain monitoring system,the process traceability system and the information resource pool system.Chapter 5: A study on the robustness of the government procurement price monitoring system.In this chapter,we use the government procurement price monitoring system as the actual research situation,and do a correlation analysis between the market reference price produced by the government procurement cloud platform price monitoring system and the actual transaction price by using the Copula correlation function model.The higher the relevance,which means the higher reference value of the market reference price generated by the price monitoring system,and the better the robustness of the price monitoring system.So it can play a better role that price forecast and monitoring early warning.Chapter 6: A bilateral matching decision-making method of the government procurement.We propose an intuitionistic fuzzy matching decision-making method based on Choquet integral for the government procurement intermediaries,which are not independent of each other,which can easily match the evaluation information distortion.This method can be used as the decision support mechanism model of the intelligent supply and demand bilateral matching system on the government procurement cloud platform,so as to enhance the intelligence level of the government procurement cloud platform and the service efficiency of the government procurement intermediaries.Finally,a case study of PPP project in the government procurement is given to demonstrate the utility of the matching decision model.Chapter 7: Conclusion and prospect.This chapter summarizes the core content and the inspiration in the paper,and then puts forward the limitations and shortcomings of the current research,and the future research work.In this paper,we combine the government procurement information construction and "cloud computing",which is the modern information technology development trend,to do a study of the government procurement cloud platform construction mode and its corresponding cloud information service paradigm.And it has great important theoretical and practical significance for the transformation and development of the government procurement information construction and the information service paradigm.
