Accelerating the shift to green and innovation-driven growth has become an important engine for China to adapt to the "new normal" of economic growth and the fundamental support for China to move up the industrial value chain.The agglomeration of producer services with intensive knowledge and technology and high industrial value is conducive to promoting knowledge spillover,optimizing resource allocation and other externalities,and has an impact on the regional green innovation level.This article from the agglomeration of producer services and the efficiency of the green innovation on the basis of related literature and theory,selected China’s 284 cities in 2006-2019 panel data as the research sample,using location entropy index and super efficiency SBM-DEA model to our country city of producer services agglomeration level and efficiency of green innovation measure and space-time evolution analysis,Malmquist index method is used to explore the intertemporal dynamic change of green innovation efficiency and its internal factors.From the perspective of spatial correlation,this paper constructs a spatial panel model to empirically test the direct effect and spatial spillover effect of producer services agglomeration on green innovation efficiency,and conducts heterogeneity analysis based on different economic development levels and different industry types.By introducing the intermediary effect model,this paper analyzes how producer services agglomeration promotes the improvement of green innovation efficiency through knowledge spillover and improving the transmission mechanism of resource allocation effect.At the same time,the panel threshold model is used to explore the non-linear influence of producer services agglomeration on green innovation efficiency under the threshold value of agglomeration level and marketization degree.The results show that :(1)the agglomeration level of producer services in China shows a trend of slow decline,and the overall agglomeration degree needs to be strengthened.At the provincial level,Beijing and Shanghai are in the leading position.At the city level,provincial capitals or vice provincial capitals are high level regions.(2)The overall green innovation efficiency of Chinese cities shows a trend of steady rise,and technological progress is the main factor promoting the growth of green innovation efficiency.The three regions show a decreasing trend from east to west,with the Guangdong-Hong Kong-Macao Greater Bay Area,Yangtze River Delta and Bohai Rim becoming the "growth poles" of green innovation development in China.(3)The agglomeration of producer services and the efficiency of green innovation show a spatial pattern of "high" and "low" and increase year by year.The direct effect and spatial spillover effect of producer services agglomeration on green innovation efficiency are u-shaped.There is heterogeneity in different levels of economic development and different types of industries.The cluster of producer services in eastern China has u-shaped characteristics for local and neighboring areas,while the cluster of producer services in central and western China shows u-shaped characteristics for local areas and inverted U-shaped characteristics for neighboring areas.The agglomeration of high-end producer services is u-shaped in local and neighboring areas,while the effect of low-end producer services is not significant.(4)Agglomeration of producer services can promote the improvement of green innovation efficiency through knowledge spillover and improvement of resource allocation effect.When the agglomeration level and marketization degree of producer services are taken as threshold variables,there are single threshold effect and double threshold effect respectively.With the increase of threshold variable level,the effect on green innovation efficiency gradually changes from inhibiting effect to promoting effect.According to the research conclusions,the following countermeasures and suggestions are put forward: First,implement differentiated industrial policies according to local conditions to improve the level and quality of producer services agglomeration;Second,strengthen the cross-regional flow of innovation factors and give full play to the spatial spillover effect of industrial agglomeration;Third,we need to strengthen weak links in technological innovation and improve the efficiency of green technological innovation.Fourth,promote market-oriented reform and give play to the decisive role of the market in allocating resources.
