Grassroots Food Safety Traceability Regulation Study

Food safety is about people’s health,economic development,social harmony,national image of the major basic livelihood issues.Food safety is "produced",but also "managed" out.The frequent occurrence of food safety accidents and the current new pneumonia epidemic,in which several outbreaks were triggered by imported cold chain food,have made the public very concerned about food safety supervision.In response to the current food safety problems,it is imperative that grassroots governments strictly promote food safety supervision and control,one very important regulatory approach being food safety traceability,which can reduce the information asymmetry that exists between consumers,enterprises,and government departments by making enterprise production transparent through tracking and tracing functions.The construction,promotion and application of the system,supervision and management rely on the leading role of government departments and supervision,but also require the participation of enterprises,consumers,industry associations and other parties.Although some achievements have been made,there are still some gaps in the whole process of "from farm to table" supervision in Western countries.In this paper,we analyze China’s food safety traceability legislation,regulatory system and current regulatory effectiveness,and gain a certain understanding of the current situation of food safety traceability regulation in China.In order to further understand the real situation of food safety traceability in practice,a series of practical studies were conducted and some practical problems of food safety traceability regulation at the grassroots level were identified,such as imperfect enforcement basis,inadequate coordination function of the Food Safety Commission,insufficient punishment of responsible parties,and low willingness of enterprises to establish traceability systems.The practical research can reflect the specific problems that exist in the actual food safety traceability supervision,and at the same time sort out and analyze the overseas experience that can be used in China,combining theory and practice in order to solve the problems that currently exist at the grassroots level in China.In order to protect the fundamental interests of the people,we need to provide a sound and systematic basis for law enforcement at the legal level,establish a special traceability supervision department,clarify the scope of responsibilities of the supervisory body,establish a unified traceability platform,and improve the accountability and incentive mechanism,so as to promote the food safety traceability system to play a greater role.
