Agriculture,rural areas and farmers are fundamental issues related to the people’s livelihood,and China has always taken the "three rural issues" as the top priority of the work of the whole Party.As an important force in the field of agriculture,rural commercial banks have gradually become the main force in implementing the central government’s policies for agriculture and supporting the local economy.However,while rural commercial banks are facing development opportunities,there are also challenges such as increased competition from the industry and the impact of Internet finance.In the rapidly changing financial market competition,the continuous high-quality talent supply of rural commercial banks has become the key to improve the core competitiveness of enterprises,so rural commercial banks need to pay attention to internal talent cultivation and strengthen the construction of reserve talent team.However,how to establish a scientific and reasonable reserve talent cultivation system and cultivate excellent reserves for the management level is the key breakthrough for the current rural commercial banks to achieve high-quality development.Firstly,this paper analyzed the development environment and development strategy of rural commercial banks based on the study of domestic and foreign research related to reserve talent cultivation,using PEST and SWOT analysis,and proposed that the high-quality training of reserve talent in rural commercial banks is imperative under the influence of a more open market environment and dynamically changing bank strategies.Secondly,the current situation of reserve talent cultivation system of rural commercial banks was sorted out,and the basic problems of reserve talent cultivation system were summarized through questionnaire survey method,based on which,the interview method was used to deeply analyze and conclude that the reserve talent cultivation system lacked systematization,the demand analysis was not targeted enough,and the training mode and evaluation mechanism were to be improved.Thirdly,this paper proposed the idea of optimizing the whole process of the reserve talent cultivation system of rural commercial banks,which is "comprehensive demand analysis-cultivation model design-cultivation effect evaluation model construction-evaluation feedback mechanism design".Firstly,a needs analysis based on the Goldstein model was conducted at the organizational,job and individual levels;secondly,on the basis of diversified cultivation methods,a combined cultivation mode of organizational arrangement and individual choice was designed;again,in order to deepen the assessment level of cultivation effect,a cultivation effect assessment index system was established with the help of Koch’s four-level assessment model,and a combination of subjective and objective assignments were made by using hierarchical analysis and entropy method to obtain the assessment level of cultivation effect based on the cloud model;finally,an assessment feedback mechanism was established according to the assessment process.Fourthly,in order to guarantee the efficient operation of the reserve talent cultivation system,an adaptation guarantee mechanism was proposed in terms of organization,resources and system.This paper always adhered to the principles and objectives of reserve talent cultivation optimization in the process of optimization research,and put them through all optimization aspects of the reserve talent cultivation system to promote the virtuous cycle of the reserve talent cultivation system and provided sustainable high-quality talent support for the rapid development of rural commercial banks.
