Study On Cultivation Of Rural Practical Talents

Currently,the Shanghai government is promoting the urban-rural integration.In this process,talent resource plays a vital role.The rural practical talent is not only the key to the promotion of science and technology,and to promote industrial development,but also an important support for the development of new countryside.Fengxian is the pilot area of Shanghai government’s urban-rural integration plan.If Fengxian can effectively cultivate practical talents,it will be sure that Fengxian can gather more talents to promote the construction of new countryside.Although Fengxian is facing the unprecedented opportunities,it can not be ignored that there exists a lot of problems in the cultivation of rural practical talents.This article focuses on the research of problems and countermeasures for the cultivation of rural practical talents.On the basis of domestic and foreign relevant research,this article analyzes the present situation of the rural practical talents construction in Fengxian according to the theory of human resource development,talents’ growth law and excitation.Moreover,by analyzing the existing problems in the cultivation of rural practical talents in Fengxian,this article puts forwards some effective solutions by taking reference of the inter-external experience.According to the study,the problems existing in the cultivation of rural practical talents in Fengxian are as follows: insufficient talent resources,irrational structure,indeterminate policies and systems of government,and immature talent growth environment.The main causes of these problems are as follows: cognitive bias,lack of young talents,imperfection of management and service systems,and incoordination of regional construction and development.In order to solve these problems,it is necessary to strengthen the main function of government and to guide the mass organization to participate in the cultivation of rural practical talents.This article will provide new ideas and methods to the rural practical talents’ construction,helping improve the scientific level of rural talent management in Fengxian.
