Document No.1 of the Central Committee in 2022 pointed out that rural revitalization should be comprehensively promoted,encouraging the vigorous development of new agriculture and new forms such as agricultural product processing industry,leisure agriculture,rural tourism,and e-commerce,extending the agricultural chain,expanding the multiple functions of agriculture,and continuously promoting the integrated development of rural primary,secondary and tertiary industries.At present,Jinzhou’s economic development is constrained by the reduction of resources and is in a period of economic transformation.The problems and specific levels of the integrated development of primary,secondary and tertiary industries in Jinzhou and how to guide the integrated development of primary,secondary and tertiary industries in Jinzhou are still inconclusive,and a comprehensive evaluation of their integrated development level is of great significance.Firstly,the existing research results are systematically collected and analyzed,and the basic conceptual scope and basic theoretical framework of the paper are determined.Through field research and other means,we have basically grasped the development status and integrated development level of the primary,secondary and tertiary industries in Jinzhou City.On this basis,the entropy method was used to quantitatively analyze the development level of rural primary,secondary and tertiary industries in Jinzhou City,and the results showed that the two first-level indicators of the development of agriculture and related industries and the integration of economic and social benefits in the integration of rural industries in Jinzhou City showed a good development trend,and the overall upward trend,which indicates that the development situation of rural industrial integration in Jinzhou City continues to improve,but the overall level of integrated development is not high enough.Secondly,by establishing the coupling coordination model,the relationship between various development factors in the process of rural primary,secondary and tertiary industry integration development in Jinzhou City is measured,and the relationship between the main influencing factors in the development process of rural primary,secondary and tertiary industries is described.According to the calculation results,the development level of rural primary,secondary and tertiary industry integration in Jinzhou City showed an overall upward trend between 2016 and2020,among which the increase trend of agricultural industrial chain was significantly higher than the multi-functional play of agriculture,and the growth rate of economic benefits was also significantly greater than the growth rate of social benefits.The two subsystems of economic benefits and social benefits have changed from a low-level coupling stage to a jaw stage in terms of integration,and their role has gradually increased in terms of overall effect,and their mutual role has also become more and more.The transition between the two subsystems changed from an extremely out of state in 2016 to a state of severe misalignment and finally to a state of moderate misalignment.Finally,according to the evaluation results,the countermeasures to promote the integration of primary,secondary and tertiary industries in rural areas of Jinzhou are given: develop the integration mode of multiple agricultural industries,strengthen the intensive processing of agricultural products,strengthen the influence effect of brands and promote integrated development;Continue to establish and improve the interest linkage mechanism so that farmers can fully enjoy the benefits brought by industrial integration;Cultivate diversified talents for the integration of rural industries;It is necessary to make full use of the leading role of the government,continuously strengthen industrial integration support policies,strengthen rural infrastructure construction,and vigorously support industrial development. |
