Xi'an food culture has a long history,and guanzhong snack widely loved by everyone is one of the most brilliant pearls.As the core area of xi'an,Y district has an extremely developed small catering industry with a wide variety and distribution.It can be found from CBD to the urban-rural junction.With the pace of economic construction,Y district is more closely related to people's life,which requires more attention from government.However,with the acceleration of urbanization,the disadvantages of small catering industry are magnified and food safety problems are highlighted.Therefore,it is extremely urgent to improve the food safety level of small catering industry.Based on explanation of the research background,significance and the present situation of research,the author analyzes the current small catering industry got dhe unprecedented development,which is becoming the most important role in People's Daily diet.Though many experts and scholars at home and abroad have carried on the thorough research to food safety problem,which also involves small catering food safety issues,due to the small catering industry food safety supervision work of long-term and complexity,and with the popular of network order,web celebrity snacks,new regulatory issues continue to arise,and their food safety is still faced with serious challenges.This article takes small catering industry practical situation of food safety regulation in Y area of xi'an as an example.By using the market failure,government functions,public regulation theories and literature research,case analysis,comparative research methods,this article starts from small catering industry food safety regulatory process,regulator agencies,regulatory status,achievements and the existing problems,and has collected a large amount of monitoring data,trying to obtain objective,comprehensive and in-depth understanding of small catering industry practical situation of food safety regulation in Y area,and reveals the deficiencies and prorolems in its regulatory,which are mainly undocumented phenomena,high complaint rates,heavy duty of law enforcement officers,lack of supervision,etc.Then this article analyzes the causes of the above problems,mainly involving small catering operators,government regulators,public opinion and other aspects.Finally,by referring to the successful experience of small catering safety supervision at home and abroad,this paper proposes solutions to small catering food safety supervision from the macro policy level and micro implelentation level,and hopes to contribute to the improvement of small catering industry food safety supervision in Y area of xi'an.
