The world today is undergoing profound changes unseen in a century,with a new round of scientific and industrial revolution gaining momentum.China is in an important period of strategic development opportunities,facing such complex environment and arduous tasks,"the Party’s twenty major report" clearly points out that:"to implement the strategy of rejuvenating the country through science and education and the strategy of strengthening the country with talent",talents as the key factors to promote the cause of development,is an important guarantee to enhance the core competitiveness of the country and overall national strength.Cadres are the backbone of the cause of the Party and the state,and their education and training plays an extremely important role in the course of the great rejuvenation of the Chinese nation.HY Company is a regional private training institution specializing in cadre education and training business.Through market-oriented operation,it provides training services for various Party and government organs.In the face of uncertainties such as the COVID-19 pandemic,changes in the policy of cadre education and training,as well as the increasingly fierce competition situation,HY company urgently needs to make a clear choice of development strategy to ensure healthy and sustainable development.Based on the relevant definition,theory and research and analysis tools of enterprise strategy,this paper scientifically uses PEST,five forces model,EFE matrix,value chain model,IFE matrix and other tools to systematically analyze and study the internal and external environment of HY company.Through SWOT and its fixed-point analysis method,HY company’s future strategic development direction is examined,and the strategy of"aggressive diversification" is proposed.Reorganize HY’s strategic vision and positioning,and formulate short-,medium-and long-term strategic objectives;After the research to determine the implementation of the relevant diversification strategy,based on the three-level model of McKinsey systematically elaborated the company’s three-level business development ideas.This paper also makes clear HY company development strategy implementation key points,and in the corporate culture,enterprise organization,human resources,product research and development,enterprise brand,strategic control and other six aspects of the specific strategic safeguard measures and strategic implementation path,at the same time pointed out the risk prevention points in the process of strategic implementation,to ensure that the company’s development strategy can be effectively implemented.The innovation point of this paper is to integrate training resources,construct and optimize the "steering wheel" model of training resources system,at the same time,systematically sort out the market-oriented operation of cadre education and training industry,research out the relevant diversification strategy suitable for HY company’s development,and point out a clear development direction.Ansoff Matrix provides a clear strategy implementation path for the development of the company,establishes a ladder of sustainable enterprise growth,and provides valuable learning and reference for other enterprises.
