In the report of the 20 th National Congress of the Communist Party of China,it was pointed out that we should accelerate the development of the digital economy and promote the deep integration of the digital economy and the real economy.At the same time,it was emphasized that the importance of innovation-driven development must be adhered to.It was proposed that science and technology should be the first productive force,talent should be the first resource,and innovation should be the first driving force.We should deeply implement the strategy of rejuvenating the country through science and education,the strategy of strengthening the country through talent,and the strategy of innovation-driven development,Constantly shape new driving forces and advantages for development,and achieve the goal of self-reliance and self-reliance in high-level scientific and technological fields.Hu Yongjun,Director of the Information and Industrial Development Department of the National Information Center,pointed out that the development goal of the digital economy is aimed at the goal of technological self-reliance and self-reliance,which is a vivid practice of innovative development.Therefore,in-depth research on the impact of the development level of digital economy and regional innovation efficiency has important theoretical and practical significance.In this context,this article closely follows the research theme of the digital economy and regional innovation efficiency.Firstly,it combs a large number of relevant domestic and foreign research literature and theoretical foundations,defines the connotation of the development level of the digital economy and regional innovation efficiency,constructs four dimensions of digital industrialization,industry digitization,digital industry innovation,and data value based on domestic and foreign literature,and introduces a new dimension of digital governance;It has constructed 9secondary indicators such as digital infrastructure and digital industry income,and 31 tertiary indicators.Among them,indicators such as the government’s online service capability and the government’s newly added digital resource acquisition cost have been newly introduced,and an indicator system for the development level of the digital economy has been established;The development level of the digital economy is measured using the neural network weighting method,and the current situation of the development of the digital economy in the Yangtze River Economic Belt is analyzed.The regional innovation efficiency is measured using a non radial super efficiency SBM model with non expected output variables.With the development level of the digital economy as the core explanatory variable and the regional innovation efficiency as the independent variable,static panel models such as fixed effects and random effects are established,It is confirmed that the development level of digital economy has a significant positive impact on regional innovation efficiency;In addition,a systematic GMM dynamic panel model was established to empirically test the overall impact of the development level of the digital economy on regional innovation efficiency,and it was proved that the first and second order lags in regional innovation efficiency have a significant impact on current innovation efficiency;The threshold model is used to test that the development level of the digital economy has a non-linear threshold characteristic on regional innovation efficiency,and education level and funding as single threshold variables have a non-linear positive impact on regional innovation efficiency;Then,using spatial econometrics methods,static and dynamic spatial panel models are established to test the significant positive spatial autocorrelation of regional innovation efficiency in the Yangtze River Economic Belt,and partial differential method is used to further decompose the direct effects and spatial spillover effects of their respective variables on regional innovation efficiency.It is concluded that the development level of the digital economy has a positive direct effect and a positive indirect effect on regional innovation efficiency,Finally,based on theoretical and empirical analysis,it is proposed to develop the digital economy according to local conditions and promote coordinated regional development as a whole;Attach importance to the driving role of education in improving innovation capabilities,and implement the policy of "attracting,educating,and retaining" talents in the digital industry;Accelerating the implementation of the innovation driven development strategy and forming a long-term mechanism for innovation research investment policies.
